Job Description
The Head of Market Access & Governmental Affairs will lead a team of 2 Market Access managers responsible for Market Access. The candidate will work with Public Policy and Governmental Affairs in close collaboration with the Managing Director. The main responsibility of the team is to optimize patient access to Biogen's current and future products and support the business needs with market access strategies, tactics, and tools that are aligned with global and regional strategies. The company has a portfolio with exiting Alzheimer’s disease projects as well as Gene Therapy projects.
Primary Responsibilities
Overall responsible for development and successful execution of market access strategies and tactics as part of the integrated product plan, including pricing & reimbursement, tender management including managed entry agreements, developing business cases and manage the field market access activities. This includes the development of reimbursement/value dossiers and other stakeholders, and development/implementation of economic cost-effectiveness and budget impact models.
In this role the Head of Market Access & Governmental Affairs Norway will report to the Managing Director, lead the Value & Access team and be a member of the Norwegian leadership team. The candidate is responsible for developing a culture of excellence building key capabilities to meet the current and future market access needs for future growth.
The successful candidate will analyse government and system policy, will create Biogen responses and ultimately help shape government policies that support the development of Biogen’s medicines, and their uptake in the health system of Norway.
The candidate will communicate policy developments to internal stakeholders to ensure policy issues and advocacy goals are included in plans to achieve business objectives. The role will ensure that Biogen is able to influence policy outcomes through timely development and execution of proactive policy and advocacy strategies.
The successful candidate will serve as a high-level company representative at trade associations and broader policy and industry groups. S/he will ensure these organisation’s approaches are aligned with Biogen objectives and that critical Biogen policy concerns are appropriately elevated on the agenda.
Public Policy and Governmental Affairs
The candidate should further take a responsibility to monitor the policy and political environment for salient and emerging issues and – through close collaboration with the business leadership in the Norway and other internal stakeholders – determines those of greatest impact to the business; ensures that business areas are informed of government initiatives and/or policies that may present a threat or opportunity and/or the company’s short and long-term planning objectives; solicits internal stakeholder input and feedback on key concerns and issues; with stakeholder input, crafts the company advocacy position; advocates on behalf of the company with policy makers and politicians, trade associations, patient advocacy groups and other interested bodies and individuals; provides strategic input and guidance to the organization on the implementation of government policies.
Qualifications
The candidate should have minimum 10 years of biotech/pharmaceutical experience in market access. Minimum 5 years of prior successful management experience. The candidate should have proven hands on experience with health economics.
We believe the candidate holds a MSc or equivalent within Life Science, Health Economics, Finance or Pharmacy.
The candidate should be fluent in both Norwegian and English.
The candidate must be able to grasp complex issues quickly, have an analytical mindset and be able to drive complex projects to completion.
This position requires strong organizational, communication, and networking skills, along with excellent relationships with policy makers.
We need to see the ability to work in a fast-paced environment, crisp decision making, and strong interpersonal skills are essential. The successful candidate will engage with a wide array of internal and external stakeholders on a variety of complex topics and must be able to solicit information, persuade others, and shape outcomes.
Location
The position will be based at the Biogen Oslo office at Vitaminveien 1, easily accessible with both car and public transport.
