Key focus areas include planning and maintaining our portfolio of program investments, managing our operating budgets, understanding demand patterns across our many IT stakeholders that leverage our services, and providing user experience support for key programs to ensure we maximize the benefits our IT investments.

This cross functional position includes the development and implementation of a multiyear portfolio plan, a yearly budget for both project and operations, driving monthly financial processes, engaging IT functional stakeholders to understand demand and communicate new/enhanced IA&O services, and provide user experience and organizational change management solutions to enhance the value of our investments and maximize use of existing platforms.

Beyond Portfolio Management, the position calls for an influential leader who can establish a strategy across multiple domains, communicate within and outside of IA&O, motivate colleagues, challenge internally within their team and with stakeholders, and work to continually develop their team of dedicated IT professionals.  This leader will be responsible for identifying and driving functional improvement agendas that modernize and speed delivery of Biogen’s IT Infrastructure.

Responsibilities:

  • Partner with the IA&O lead team to define and execute a thoughtful and aligned strategy to transform IT infrastructure services.
  • Ensure accurate and detailed portfolio is developed annually and maintained throughout the year.
  • Manage consistent engagement with key IT stakeholders to share new services, understand demand, and provide program updates. Acting as a conduit between IA&O and IT stakeholders.
  • Partner with Finance on budgets, forecasts and actuals. Lead IT operating and financial updates for IA&O at IT leadership team meetings. Drive timely accrual process by IA&O colleagues.
  • Balance demands across IT stakeholder groups and IA&O making tradeoffs based on business priorities
  • Ensure smooth engagement of IA&O resources to facilitate the delivery on key commitments
  • Be a strong leader and actively participate on the IA&O LT
  • Ensure consistent positive experiences with our platforms.
  • Craft a program management practice which incorporates cost, timeliness and quality.
  • Coordinate with fulfillment, operations, and IT functional teams to provide input and insights during periods of constrained capacity.
  • Act as an escalation point between Operations, Platform Engineering, and IT Functional Teams.
  • Establish governance for demand management with functional IT stakeholders.
  • Lead monthly operations reviews
  • Publish metrics and reports to stakeholders, within and outside the IA&O organization.
  • Provide change management and communications to support the launch of new/enhanced platforms and services.
  • Create and implement Standard Operating Procedures to ensure compliance with other functions.
  • Develop and lead the processes, prioritizes service offerings, obtains buy-in from cross-functional owners on service levels, and tracks and reports on demand and capacity.
  • Ensure continuous improvement with staff and processes.
  • Promote the achievement of corporate goals and objectives. Think and act as an enterprise leader.

Qualifications

Education:

  • Requires a minimum of a Bachelor's degree in Engineering, Computer Science, or or any other related areas.

Qualifications:

  • At least 10 years of work experience in Information Technology domain, including five in portfolio management or IT engagement position.
  • Work experience in the areas of bio-tech, pharma or life sciences would be a plus
  • Strong knowledge of program management, financial management, demand management and user experience. Ideally with Biotech / Pharma understanding and a focus in IT Infrastructure. Deep understanding of technology domains such as cloud, hosting, business continuity, compute, networking, collaboration tools, deskside services, etc., is important for this role.
  • Ability to work hands-on and deliver the portfolio management function and IT engagement.
  • Experience driving continuous improvement in a complex, global context.  Six Sigma experience a plus, but not strictly required.

  • Proven ability to communicate complex technical matters to a non-technical audience.
  • Proven experience defining and leading the implementation of functional strategies and improvement plans.
  • Excellent time management, organizational skills, and written and verbal communications skills, while employing diplomacy with high-level executives and customers.
  • Deep understanding of financial forecasting and analytical tools.
  • Ability to seamlessly and effectively adapt to changing priorities and challenges.
  • Technically curious and always looking to improve the user experience.
