Job Description

What You’ll Drive

Procurement Strategy & Governance

  • Implement and continuously refine the centralized procurement framework across the region.
  • Maintain the highest ethical standards and ensure procurement integrity in all dealings.
  • Ensure compliance with BESIX procurement policies, contractual standards, and governance rules.

Digital Procurement Systems

  • Work within digital procurement platforms and lead further system enhancements and integration (Felix or other / Candy / 4PS).
  • Standardize workflows, approval systems, templates, and reporting.
  • Train project teams and ensure full adoption across all business units.

Project Support & Operations Integration

  • Manage weekly project visits by proc. team to review procurement status with project teams.
  • Facilitate procurement planning sessions and risk reviews.
  • Ensure procurement schedules are aligned with overall project programs and critical path activities.
  • Act as a bridge between site operations, Tender, Engineering, Commercial, as part of Shared Services.

Sourcing, Tendering & Negotiation

  • Lead sourcing strategies for high-value and strategic packages.
  • Conduct competitive bidding, commercial evaluations, and final negotiations.
  • Ensure best-value procurement with optimal pricing, warranties, delivery schedules, and contractual protection.

Framework Agreements & Brussels Coordination

  • Set up framework agreements with key vendors and subcontractors.
  • Align with Brussels Procurement for global procurement leverage.
  • Identify and implement bulk procurement opportunities (e.g., rebar, steel, MEP materials).

Vendor Management & Supplier Relations

  • Develop, maintain, and score the vendor database for prequalification, performance, and risk.
  • Organize supplier engagement events and capability workshops.
  • Monitor regional market trends, cost inflation, and supply chain risks.

Reporting & Dashboards

  • Prepare the monthly procurement dashboard for each project.
  • Track procurement progress, risks, savings, delays, and supplier performance.
  • Present regional procurement insights to management every month.

HR & People Leadership Responsibilities

Team Development

  • Develop and expand a capable procurement team for Middle East.
  • Define job roles, skills matrix, and succession plan.

Staff KPIs & Performance

  • Set clear KPIs for all procurement staff.
  • Hold weekly check-in meetings to track progress, bottlenecks, and development needs.
  • Conduct annual and mid-year performance evaluations.
  • Coach and mentor team members to grow procurement maturity and professionalism.

Shared Services Culture

  • Embed Shared Services values of collaboration, transparency, and service excellence.
  • Promote cross-functional teamwork with TEC, DED/BED, COM, and Operations.

Qualifications

You’re a Great Fit If You Have

Education

  • Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain, Procurement, or Business

Experience

  • 20+ years of procurement experience within the combined design, construction, EPC, or infrastructure sector
  • Experience in a senior or corporate procurement leadership role
  • Strong exposure to large-scale projects, multinational suppliers, and subcontracting environments

Technical & Professional Skills

  • Strong understanding of construction contracts, procurement routes, and commercial terms
  • Proven expertise in negotiation, supplier management, and cost control
  • Knowledge of FIDIC-based contracts and regional construction practices
