Job Description

As the HSE Manager, you will lead the development, implementation, and continuous improvement of all health, safety, and environmental (HSE) aspects for a major construction project in Abu Dhabi. This role is critical in ensuring compliance with BESIX’s HSE policies, local regulations, and international best practices, while promoting a proactive and collaborative safety culture across all levels of the project.

This position also serves as the main point of contact for HSE-related matters, responsible for engagement with project leadership, subcontractors, clients, and regulatory authorities, ensuring that safety performance supports project delivery objectives. Responsibilities are, but not limited to the following:

  • Leadership & Strategy
    • Develop and implement the Project HSE Plan, aligning it with corporate policies and client-specific requirements.
    • Provide clear direction to the site HSE team and support project leadership in promoting a zero-incident culture.
    • Act as the primary liaison for client and authority engagements related to HSE inspections, audits, and compliance reviews.
    • Guide and support all stakeholders in integrating HSE into planning, procurement, logistics, and construction phases.
  • Compliance & Risk Management
    • Ensure adherence to UAE legal requirements, including OSHAD-SF, and all relevant environmental regulations.
    • Lead the execution of risk assessments, job hazard analyses, and environmental monitoring activities.
    • Establish and maintain systems for incident reporting, investigation, and corrective/preventive action tracking.
  • Site Operations
    • Conduct and oversee daily site inspections, hazard observations, and toolbox talks.
    • Monitor compliance with PPE use, permit-to-work systems, and safe systems of work.
    • Organize and evaluate emergency response drills and ensure readiness across all work zones.
    • Collaborate with construction teams to identify HSE challenges and implement practical, effective solutions.
  • Training & Development
    • Deliver and supervise HSE induction programs and job-specific training for staff, subcontractors, and workers.
    • Coach and mentor HSE officers and supervisors to ensure consistent application of BESIX standards.
    • Promote ongoing awareness through campaigns, posters, workshops, and site engagement initiatives.
  • Reporting & Performance Monitoring
    • Maintain accurate HSE statistics, KPIs, dashboards, and documentation for internal and external reporting.
    • Support HSE audits, both internal and third-party, and ensure timely closure of all findings.
    • Prepare and submit weekly and monthly HSE reports to the Project Director and Corporate HSE.

Qualifications

  • Minimum 10 years of HSE experience, with at least 5 years in the UAE or GCC on large-scale construction projects.
  • Proven background in tier-1 contracting environments, preferably with experience on marine, infrastructure, or high-rise building projects.
  • Level 6 Diploma in Occupational Health and Safety or equivalent (NEBOSH Diploma, NVQ Level 6, or accredited national equivalent)
  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
  • Certifications in ISO 45001 / 14001 Lead Auditor (preferred).
  • OSHAD Practitioner Certificate (preferred for Abu Dhabi-based roles).
  • Familiarity with client standards such as ADNOC, Mubadala, or other government entities.
  • Strong leadership and communication skills with the ability to influence and engage at all levels.
  • Proficient in MS Office and HSE management tools.
  • Fluency in English is required; Arabic is an advantage.
  • High attention to detail, problem-solving mindset, and commitment to continuous improvement.
