Job Description

We are looking for a HSE Manager for a large marine works project in Mozambique.

The HSSE Manager represents BESIX’s QHSE Department on This project site abroad and is the first person of contact for all HSE matters on the construction site. He/She is responsible for promoting, coordinating, implementing, facilitating, advising and supporting the site on compliance with HSE regulations and BESIX’s HSE Policies, procedures and processes as part of the Integrated Management System.

The HSSE Manager can be assisted on site level by one or more site specific H&S environmental and security Officer(s).

He/she shall work in close collaboration with the project’s operational leaders and the International QHSE team based at BESIX HQ in Brussels.

  • You take ownership of the implementation of the project specific HSE and security management plans and related documents.
  • You are responsible to assist the project team in defining and mitigating the HSSE related risks through risk assessments and implementation of safe systems of work.
  • You are responsible to set up and implement a site specific emergency response plan and emergency response team.
  • You are the focal point of contact with Client security representative for security aspects and matters, coordinate with internal and external parties.
  • You ensure security management system established is fully implemented and advise project teams members and Project management in security matters
  • You take ownership of HSE operational monitoring, advising and performance on this BESIX project site, together with the Operational team.
  • You perform and participate in internal HSE inspections & audits in line with the internal MS audit & inspection planning.
  • You are responsible to issue a training matrix and provide/facilitate training on miscellaneous HSE subjects (e.g. BBS, lifesaving rules, etc).
  • You participate in specific HSSE communication and improvement actions in line with the yearly corporate QHSE objectives & programs and the project’s HSSE objectives. 
  • You represent the HSSE department in site meetings and initiate site specific communication and participation events on site. 
  • You perform site inspections from mobilisation to demobilisation.
  • You train, guide, coach  and follow-up site QHSE staff.
  • You report Key Performance Indicators to the International HSE Manager and Project Manager/Director.

Qualifications

  • You have at least 5 years of experience as a Safety professional, in a contracting company, preferably with Main Contractor specializing in Marine works;
  • You are experienced and familiar with on-site land security management with proven tracking records in remote & volatile operational areas – maritime security knowledge and experience is a plus;
  • Preferably, you have a Master or Bachelor degree in engineering or HSE;
  • You have HSE Certifications like NEBOSH, IOSH, OHSAS, or any other accredited International HSE Programs;
  • You demonstrate complex problem-solving, decision-making, time management and strong analytical reasoning;
  • You are able to present your ideas in a clear and efficient way both orally and written;
  • You have excellent organization and communication skills;
  • You have the ability to maintain effective work relationships and you are a good team-player;
  • You have the experience and the ability to work in a multi-cultural team;
  • You are fluent in English (written and verbal). Any other language is an asset;
  • Essential: you are flexible to travel and work for short & long term missions abroad (position will be based abroad on a construction site) and also flexible to work in a base camp and a rotation system;
