Job Description

As Senior Bid Manager, you develop, structure, manage and drive, on behalf of the sponsors and or BESIX, complex PPP bids and developments in the GCC region. These opportunities have been identified by the BESIX ME Business development department. Part of your role is, in cooperation with this department and the head of BESIX PPP to structure the bidding consortium including the contractual structure and governing documents. The opportunities cover both structured tenders as well as negotiated deals predominantly in the field of water, waste, transport and social infrastructure. With the role of Senior Bid Manager comes the responsibility of managing a team of 3-4 bid managers.

ROLE

1. Lead complex PPP project developments from established business opportunity till Financial Close.

2. Develop winning structuring scheme and contract strategy. Compile/package project proposals as project leader.

3. Maintain strong relations with project clients and partners.

4. If BESIX is in the lead, lead the overall bid management team with representatives of all sponsors, entities, and work streams (technical, legal, financial, insurance).

5. At the same time, manage all BESIX internal work streams and the BESIX colleagues taking responsibility for these roles.

6. Establish and keep up-to-date project development checklists and reports. Communicate on the same to bid management team members, bid steering committee and internally to BESIX management.

7. Reflect and keep the overview on structuring risks, legal challenges, financial concerns, and operational issues for the bidding consortium and BESIX. Address them in a business-oriented way in collaboration with colleagues active in this field.

Qualifications

  • 5-10 year of experience in PPP bid management.
  • “360-degree” knowledge of PPP: technical, financial, and legal aspects.
  • Academic degree in Engineering or Academic degree in Economics with technical interests.
  • Strong listening and interaction skills with clients, partners, and colleagues.
  • Ability to digest information from different work streams, identify the interfaces and allocate.
  • Hands-on and self-motivated profile.
  • Proven negotiation skills.
