Job Description
The HSE Manager Belgium provides a functional HSE support to operational and project management by means of promoting, coordinating, implementing, facilitating, and following-up the QHSE Policy, the certified QHSE Integrated Management system and the BESIX Internal QHSE requirements. In line with the strategy of the BESIX QHSE Department he/she promotes our HSE Culture.
The HSE Manager Belgium coordinates the daily HSE management within his region (all sites in Belgium).
The HSE Manager Belgium guarantees and monitors, if necessary by delegating, the management of the HSE impacts and aspects, which must answer to each of the following criteria:
- An impact with a direct potential risk to the employees or other parties involved
- A generally acknowledged impact regarding our activities, for which the preventive and improvement measures are already known.
MANAGEMENT
Deploy Corporate Programs (Core training programs, IOSH, Behavioral Based Safety Program – BE SAFE, Life Saving Rules Compliance, etc.
To coordinate and support the BESIX HSE organization and resources within the region
To coordinate and provide HSE support (management and operational level) to the region
To manage deployment of a project HSE team
To optimize the HSE processes in collaboration with QHSE Staff
To promote the use of the QHSE Management Tools
To raise awareness to the importance of the communication of the best practices, lessons learned, incl. end-of-project meeting/reports
To represent BESIX in HSE matters for your region towards internal and external stakeholders
To represent BESIX in regard to external certification and follow-up audits
To represent BESIX in external organizations with regard to HSE.
To coordinate and perform internal HSE audits & inspections
To research and propose possible improvement measures/objectives for BESIX HSE management performance
To implement and monitor the performance of the HSE processes of the Integrated Management system (Key Performance Indicators)
To report regional HSE performances to the regional operational management and boards
To define, develop and monitor initiatives that significantly contribute to the reduction of incidents, accidents and nonconformities
To monitor legal compliance for the projects within his region and to communicate on a yearly basis the updated legal compliance list to the projects.
PREQUALIFICATION/ TENDER
Undertake and/or support and advise the HSE Administrator with prequalification’s and tendering questionnaires
OPERATIONS
To participate in transfer meetings
To assure, from the start of the project, the necessary support to the site to establish and implement a project specific and appropriate QHSE management system (incl. suppliers and subcontractors)
To assure, in the course of the project, the implementation of the project QHSE management system and its relevance (e.g. during site visits)
To assure the continuous improvement in the field of HSE
To facilitate external certifications and follow-up audits
To organize and participate in internal QHSE audits within BESIX Group according to our internal QHSE audit program
To participate in the realization of the improvement measures/objectives of the BESIX QHSE management department
To follow-up on and report the regional HSE KPI’s
To report experience (good and bad) from projects by gathering necessary information and defining most appropriate distribution
To report and analyze the HSE performance indicators of the projects to the regional operational management according to our Integrated Management system
Qualifications
- You have a Industrial or Civil engineering degree with min. 3 years of experience in a senior HSE Advisor’s role, preferably in the construction industry;
- You have the degree of Health & Safety Advisor - Level 1 (Belgium Law);
- Other International recognized HSE diploma a plus;
- International experience is a plus;
- Coaching and Training skills appreciated;
- You have a professional level in Dutch, French and English;
- Team player, High integrity values and excellent communication skills;
- You are willing to travel occasionally
