Job Description

Provides a variety of administrative support functions to the Assisted Housing Department.   Conducts regular file audits and stays current on relevant laws and regulations to minimize financial and legal risks. Acts as a resource for other Assisted Housing and AHA staff: answers program questions, handles difficult clients and landlords, relays policies and guidance to department personnel.  Assists in the implementation of agency policies and procedures, recommends changes in operating procedures, and attends meetings as required.   Acts in the absence of the Director of Assisted Housing: answers phone calls, handles emergencies when possible, and refers issues that cannot be resolved to either the Director of Assisted Housing, or the Deputy Director/Executive Director in serious emergency situations.

Administers a variety of assigned advanced level tasks, which include but are not limited to: PIC operations and maintenance, SEMAP documentation maintenance, Colorado Legal Services liaison, HUD OIG liaison, Police Department liaison, portability billing reconciliation, HAP check runs and special program management.

Administers assigned tasks for Assisted Housing programs, including but not limited to the Section 8 Housing Choice Voucher, Special Purpose Vouchers and HCV Portable Programs.  May perform assignments in any of the following areas of responsibility: re-examinations, interim determinations, client moves, landlord changes, rent increases, portability, inspection entry and management, client terminations, HAP contract cancellations.

  1. Audits department files and documents to ensure accuracy, quality of work and compliance. Analyze audit findings, identify areas of non-compliance, and develop corrective action plans.
  2. Collaborates with the Director of Assisted Housing and the Assisted Housing Assistant Manager/Senior Housing Inspector to complete SEMAP and performance evaluations based on the findings identified in completing file audits.
  3. Provides technical leadership, counsels and advises staff, and responds to inquiries regarding program issues and concerns. Coordinates Yardi functions and performs as the Assisted Housing Department representative.
  4. Create and administer training for new staff members.  Collaborate with the Director of Assisted Housing to develop ongoing training materials for all staff members.
  5. Using program statistics makes policy recommendations for staffing and administrative changes. 
  6. Maintains current knowledge of HUD, OIG and AHA regulations, policies and procedures.
  7. Conducts in-depth data collection and research, reviews statistical data and operational            reports.  Composes reports, tables, and other information displays. Assists with SEMAP and PIC data collection and maintenance. 
  8. Acts as Department liaison, including but not limited to: Colorado Legal Services, HUD, OIG, police, software provider, etc.
  9. Completes HAP check runs.
  10. Submits and maintains data submitted to the PIC/EIV HUD systems to ensure proper payments, reporting and compliance.
  11. Conduct informal hearings in connection with HUD guidelines.
  12. Reviews and maintains portability billing on behalf of the Assisted Housing Department. This role includes communicating and resolving portable billing issues with other PHAs.
  13. Counsels tenants and landlords regarding program issues.
  14. Acts in the absence of the Assisted Housing Director and Assisted Housing Assistant Manager/Senior Housing Inspector
  15. Prepare reports as requested by the Director of Assisted Housing.
  16. Other duties as assigned.

Qualifications

  1. Demonstrated knowledge of Housing and Urban Development (HUD) regulations and Fair Housing Laws
  2. Demonstrated knowledge of AHA Policies and Procedures
  3. Demonstrated excellent judgment and decision making skills
  4. Demonstrated ability to perform mathematical calculations such as percentages, ratios and rates.
  5. Demonstrated computer skills, including but not limited to: AHA software programs, Microsoft Word, Microsoft Excel, Power Point, Access, Desktop Publishing.  Demonstrated ability to prepare reports, charts, and other informational documents.
  6. Demonstrated proficiency with 10 key adding machine/calculator.
  7. Demonstrated excellent verbal and written communication skills, with the ability to effectively communicate and interact with all levels of personnel, clients, landlords, and the general public.
  8. Demonstrated excellent public speaking and presentation skills.
  9. Minimum five years experience as Housing Specialist in a Section 8 program, or other equivalent position related to Section 8 Assisted Housing programs.
  10. Two years of supervisory experience preferred.
  11. High school diploma or GED is required, however advanced education and/or equivalent experience is preferred. Advanced education or equivalent experience is considered at the sole discretion of the Housing Authority.
  12. Self-motivated with ability to work independently.
  13. Demonstrated excellent organizational skills. 
  14. Demonstrated ability to apply HUD regulations and AHA policies and procedures to all aspects of Assisted Housing Programs.
  15. Demonstrated ability to maintain client, landlord and program confidentiality. 
  16. Demonstrated ability to recognize, investigate and analyze a variety of programmatic problems.
  17. Participate in ongoing education to stay current in the field.
  18. Valid Colorado Driver License and Insurance
