Job Description

This position will work within a multidisciplinary team to oversee and manage all payroll functions of the organization, ensuring pay is processed on time, accurately, and in compliance with government regulations.  The position will also have responsibility for designing, overseeing, and implementing and increasing the effectiveness of all HR platforms and systems and ensuring HR compliance. 

This position is located in downtown Denver.  Pay range is $106,222 to $134,250.  All salaried exempt positions are eligible for incentive program.

Essential Duties and Responsibilities

  • Manage multi-state payroll compensation and tax compliance
  • Direct and coordinate with external payroll processor (UKG)
  • Review payroll changes and other special transactions including new hires, terminations, transfers, rate changes, address changes, work location changes, and garnishments
  • Reconcile payroll and validate reports
  • Process any special payrolls including bonuses and year-end adjustments
  • Work with the HR team to help resolve inquiries related to employee pay, payroll deductions, garnishments, etc.
  • Lead year end payroll and payroll tax activities, including Forms W-2, fringe benefit reporting, year-end reconciliations, and other required reporting.
  • Payroll vendor management, including relationship, follow up on issues for root causes and corrective actions, and cost containment.
  • Develop payroll team, expanding and cross-training as the company grows.
  • Review, analyze, and document current payroll strategies, policies, and procedures and recommend and implement changes leading to payroll best practices.
  • Lead working relationships with agencies regarding payroll taxes, including quarterly/annual taxes, state and local taxes, IRS requests/inquiries and other company audits
  • Support corporate Accounting & Finance on payroll funding, reconciliations and general ledger mapping and journal entries
  • Assist with reconciliation of tax payments and filings as needed
  • Identify legislative updates/changes and ensures implementation
  • Coordinate with system developers to meet requirements, test and give final sign-off on system implementations
  • Ensures manager and employee accountability in maintaining accurate time and labor records
  • Ensures employees issues are handled professionally and with a sense of urgency
  • Manage preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.), as applicable
  • Assists in the set-up of new states for remote workers
  • Audit W-4s, payroll balance sheets, YTD earnings, etc.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
  • Maintains employee confidence and protects payroll operations by keeping information confidential
  • Contributes to team effort by accomplishing related results as needed
  • Works with the VP of HR in developing roadmaps and long-range plans for all HR systems (ATS, HCM, Time and Labor, Payroll, LMS, Internal Communications, Benefits, etc.)
  • Lead translation of our primary HR systems roadmap into detailed actionable HRIS priorities and understand the detailed HRIS system(s) implications along the way to maintain compliance standards and mitigate risks
  • Responsible for optimization, analysis, implementation and integration of all HR Systems
  • Provide leadership of and support for all HRIS-related initiatives/processes/interfaces manage the creation of technical solutions and tactical execution of complex HR technology projects
  • Maintain strong understanding of technology and its application to achieve business objectives
  • Responsible for HR compliance reporting and postings
  • Leads HR Data Analytics function, responsible for developing and executing a data visualization and business intelligence strategy to build Human Resources analytics and data reporting to influence strategic business decisions
  • Understands end-to-end process and underlying data sources to identify data inconsistencies and make recommendations to improve data integrity
  • Partners with key internal customers to develop capable HR systems and processes to support organizational needs and plan
  • Maintain vendor/partner relationships, conduct regular account reviews, and manage support escalations
  • Other duties as assigned. 

Qualifications

  • Bachelor's Degree or equivalent in Accounting, Human Resources or similar field.
  • 7 years of multi-state payroll experience in a multi-unit environment.
  • Knowledge of CA (and out-of-state) payroll principles, practices, regulations, and procedures
  • Extensive knowledge of applicable state and federal payroll and related tax regulations, legislation, and guidelines, including, but not limited to: writs of garnishment, child support, levies, subpoenas, etc.
  • Strong sense of urgency to meet strict deadlines
  • Working experience of payroll tax at the federal, state and local levels
  • Practical and proven accomplishments in the areas of HRIS.
  • Management experience required
  • Project management experience required
  • Experience analyzing, implementing, and integrating HRIS systems
  • Ability to communicate effectively with all levels of the organization and external vendors
  • Ability to succeed in demanding situations through achieving balance between technical and business interests, accomplishing results through third parties, remaining focused on given objectives, modulating speed, quality, and costs, and thriving under pressure
  • Ability to manage complex projects and resources (people, costs, and time) across multiple sub-teams

Additional Information

Supervision given and received 

Supervision is given: This position will supervise the Payroll Administrators.

Supervision received: Works under general supervision of VP of Human Resources. Receives guidance on a broad set of goals.

Work Environment and Physical Demands

Ability to stand, type and sit at desk/computer for most of the work shift executing repetitive movements. No adverse or hazardous conditions. Not required, but preferred to be able to occasionally lift, push or pull 25 lbs. individually or with assistance.
