We are constantly growing and are currently looking for a resourceful Procurement Civil Engineer to join a top-qualified and knowledgeable Project Procurement Team in one of our projects in Kuwait.

Job Description

  • Support procurement activities for marine and topside EPC packages within an oil & gas environment, ensuring alignment with client specifications and approved procurement strategy.
  • Source, prequalify, and propose bidders from the approved vendor list, with strong focus on marine contractors, offshore fabrication yards, and specialized oil & gas suppliers.
  • Ensure all Supplier Pre-Qualification and Technical Evaluations are conducted in full compliance with client procedures and project requirements.
  • Coordinate with Engineering, QA/QC, HSE, Marine, and Project Controls teams to ensure RFQ packages include complete technical, commercial, contractual, and HSE requirements with proper flow-down.
  • Prepare, issue, and manage RFQs for marine works (e.g., piling, dredging, jetty/pier structures, offshore installation) and topside materials/equipment, ensuring clarity and compliance.
  • Challenge and optimize procurement requirements based on market conditions, marine logistics constraints, and project execution needs.
  • Maintain and update the Project Procurement Plan, with particular attention to long-lead and critical marine/offshore items.
  • Interface with technical stakeholders and suppliers to manage technical and commercial clarifications effectively.
  • Participate in commercial, contractual, and schedule evaluation of bids, incorporating inputs from Engineering, QA/QC, HSE, and Project Controls, with focus on marine and offshore execution risks.
  • Prepare and finalize Comparison Statements (CS), ensuring recommendations are technically compliant, commercially sound, and fully documented.
  • Identify procurement-related risks (logistics, marine operations, supplier capability, lead times) and propose mitigation measures.
  • Prepare, review, and obtain approval for Purchase Orders and Subcontracts in line with the authorization matrix and contractual requirements.
  • Manage all commercial and contractual correspondence, ensuring proper documentation and audit compliance.
  • Coordinate with Expediting, Inspection, and Logistics teams to ensure timely delivery, especially for offshore transportation, heavy-lift, and marine installation activities.

Qualifications

  • BSc / MSc in Civil Engineering or related discipline (Marine/Structural background preferred).
  • Minimum 8 years of Procurement experience in EPC Oil & Gas projects, including at least 3 years in engineering/design environment.
  • Proven experience in marine and offshore projects (jetties, piers, dredging, offshore structures, or similar).
  • Strong familiarity with KNPC standards and procedures (experience with KNPC is highly preferred; ADNOC/ARAMCO experience also valuable).
  • Demonstrated experience handling marine subcontractors, offshore fabrication yards, and specialized suppliers.
  • Solid understanding of contractual terms (FIDIC/EPCC), commercial evaluations, and risk management in large-scale EPC projects.
  • Hands-on experience with ERP procurement systems (e.g., SAP, Oracle, or equivalent).
  • Strong knowledge of logistics and supply chain challenges related to marine/offshore works.
  • Excellent command of English (written and verbal).
  • Advanced computer literacy, especially in MS Office (Excel for commercial analysis is essential).
