Job Description

This role is a requirement of Mineral Residue Facilities and Water Management Structures Standard to fulfils the role of the Responsible Tailings Facility Engineer (RTFE) as called for under Requirement 8.5 of the Global Industry Standard on tailings management (GISTM).

As per standard, each Operation shall have a RTFE assigned to site who is responsible for the integrity of the Processed Mineral Residue Facilities and Water Management Structures.

The appointed site-specific Responsible Tailings Facility Engineer (RTFE) is accountable for the integrity of the tailings facility, who liaises with the Engineer of Record and internal teams such as operations, planning, regulatory affairs, social performance and environment, and who has regular two-way communication with the senior leadership.

The RTFE will be available at all times during construction, operations and closure. The RTFE has clearly defined, delegated responsibility for management of the tailings facility and has appropriate qualifications and experience compatible with the level of complexity of the tailings facility and water structures. The RTFE is responsible for the scope of work and budget requirements for the tailings facility and water structures, including risk management. The RTFE may delegate specific tasks and responsibilities for aspects of tailings and water structures management to qualified personnel but not accountability.

This role includes legal appointments in terms of MHSA and day-to-day management not directly related to TSF and water structures structural integrity and risk management.

Safety: Create a safety culture through productive and authorized operational systems/processes that allow all employees (including contracting partners) to provide their output in a risk-controlled environment. Oversee consistent application of Safety & Health principles in all discipline interactions and take personal responsibility for safety of self and others to ensure zero harm and elimination of fatalities.

Performance and Delivery

Responsible for operational water management, including permitting interfaces, environmental monitoring, implementation of the water strategy, oversight of water‑related engineering projects, and validation of monthly water reporting. Works with Corporate Water Management to develop annual and mid‑term water plans.

This position will be based at Amandelbult Concentrator reporting to the Section Engineering Manager

Qualifications

  • Bachelor’s degree in civil engineering
  • Professional registration with ECSA or at least at the point of registering imminently (within 3 months of employment).
  • In terms of MHSA (Mine Health and Safety Act 29 of 1996) this appointment due to its day-to-day duties with the built environment will carry a legal appointment of Section 7 (4) and R2.6.1 as a subordinate manager.
  • Post-graduate qualification in geotechnical engineering will be advantageous
  • Valid driver’s license
  • Resides within 30 km radius from Amandelbult Operations

Experience required:  

  • 10 years of post-graduate experience in civil engineering specializing in the geotechnical field consisting of planning, design, operation and closure for Tailings and Water Dam structures.

  • Planning, design and operations:
    • Lifecycle of civil engineering structures including planning, design, implementation and closure
    • Project management fundamentals
    • New technologies and their impact on operational activities within scope of role
    • Business improvement tools and techniques
    • Key value drivers across value chain and interdependence of key levers
    • Aware of legislative changes with respect to tailings management

 

  • Commercial:
    • Commercial/business drivers in discipline, business performance variability and underlying causes that define subsequent actions
    • Basic financial metrics, cost and value management & budgeting tools

 

  • Management:
    • Risk management techniques and critical controls
    • Value chain management within discipline, and awareness of interdependence across value chain steps
    • Leadership tools for creating a culture of purpose–led high performance and change
  • Compliance:
    • Safety, health and environment, legislative, statutory, regulatory and permitting requirements
