Job Description

The United States Coast Guard Acquisition Directorate (CG-9) delivers assets and systems that increase operational readiness, enhance mission performance and create a safer working environment. It's mission is to acquire and deliver more capable, interoperable assets and systems that support the United States Coast Guard (USCG) operational forces in executing missions effectively and efficiently.

In support of the USCG, ANALYGENCE requires a Program Manager to provide program design, implementation, oversight, monitoring, and evaluation.

The Program Manager will be responsible for all management oversight of the task order. As such, the Program Manager shall:

  • Establish performance management systems to track task activity, quality, and progress against specified tasks
  • Develop and implement a recruitment and retention strategy to meet staffing requirements; supervise recruitment and hiring; oversee staff training and development to ensure professionalism and skill enhancement
  • Oversee task order performance monitoring and documentation
  • Take any necessary actions to correct performance problems to assure quality control and serve as primary liaison to the USCG COR responsible for USCG management of the task order
  • Work closely with Financial Analysts to provide day-to-day financial oversight and management of task order funding
  • Maintain funding pipelines for all task order elements and provide funding analysis, budget requests and forecasts as requested
  • Provide Market Research / Pre-Solicitation Phase support services to include, but not limited to:
    • Providing analysis and documentation support for acquisition alternatives
    • Assisting with preparation of FAR Part 6 Justification and Approvals, Determination and Findings, and waivers
    • Assisting with FAR Part 10 market research, Requests for Information and sources sought
    • Assisting with pre-solicitation documentation development and analysis
    • Assisting with milestones/schedules and cost/price spreadsheets 
    • Managing documentation configurations/versions during the Government review/vetting process
  • Provide Solicitation Phase support services to include, but not limited to:
    • Providing analysis and documentation support for solicitation development
    • Providing analysis and documentation support for questions received
    • Managing documentation configurations/versions during the Government review/vetting process
    • Providing cost/pricing or cost/benefit analysis support
    • Providing FOIA request support
    • Preparing and assembling of contract files
    • Assisting with the preparation of correspondence
    • Providing protest support
  • Provide Post Award Contract Administration Phase support services to include, but not limited to:
    • Providing protest support
    • Assisting with preparation for post award conferences
    • Providing contract administration support (e.g. payment of invoices; tracks and records receipt of deliverables; Engineering Change Orders; Small Business Contracting compliance; etc).
    • Providing cost/pricing or cost/benefit analysis support
    • Providing support with FPDS-NG reporting
    • Providing record and file management support
    • Providing contract invoice and payment reconciliations
    • Assisting with claims and Requests for Equitable Adjustments
    • Preparing routine contract modifications for execution by a Government Contracting Officer
    • Processing of standard commercial invoice payments on other contracts placed by the USCG.
  • Provide Closeout Phase support services in accordance with FAR 4.804 and applicable USCG policies and practices. This includes the following and related items, but not limited to:
    • Checklist preparation and desk audit of contract files identified for closeout
    • Confirmation of receipt of products/services
    • Vendor release
    • Confirmation of invoices, payments, and balances; and
    • DD Form 1594 completion notice, and execution of necessary modifications and administrative actions required to complete the closeout

Qualifications

  • Bachelor’s degree in a related field and 12 years of experience OR Master’s degree in a related field and 10 years of experience
  • Preferred experience managing previous projects related to Administrative, Acquisition Support Services, or Contracting
  • An active Common Access Card (CAC) is required 

Please note that an active Secret security clearance is preferred. A National Agency Check will be performed and DHS Suitability is required on qualified candidates prior to hire.
