Job Description

The successful Program/Capture Manager shall have a deep understanding of and experience with Department of Homeland Security (DHS). The candidate shall provide oversight and expertise at the DHS National Cybersecurity and Communications Integration Center (NCCIC) and recommend solutions to mitigate system security threats and risk indicators related to vulnerabilities. The candidate will be responsible for end-to-end management of strategic pursuits across the DHS account, including but not limited to: bid strategies, pricing, teaming, and proposal strategies and the transition from business opportunity to proposal development to award. This role requires a combination of technology skills/interests, desire and ability to understand and solve business problems, and sales skills to present a persuasive and compelling solution to clients. The successful candidate will have a level of competitiveness and be driven, intuitive, and self-motivated.

The Program / Capture Manager shall:

  • Establish strategic relationships with commercial cyber threat intelligence and vulnerability analysis vendors.
  • Perform analysis and provide strategic forward-thinking consultative support regarding the integration and dissemination of vulnerability and threat intelligence information appropriate for Senior Cyber Threat and Risk Analysis (CTRA) Division leadership.
  • Collaborate with corporate leadership and strategic partners in crafting the solution and vision of the solution with the client in order to ensure success in the sales cycle.
  • Support sales opportunities, business development initiatives, and marketing efforts through discovery and positioning activities that assist in raising the probability of win due to increased understanding of the work and customer intimacy.
  • Identify potential business opportunities and support proposal development for ANALYGENCE based on direct shaping efforts.
  • Performs SWOT and GAP analysis within existing accounts and in agencies with strategic white space.
  • Develop and deliver effective client presentations and proposal pricing that are accurate and technically correct.

Qualifications

  • Bachelor’s Degree. Advanced degree preferred.
  • 8-10 years related experience in the Federal Government market, with an emphasis on DHS and NCCIC.
  • Demonstrated experience and capture success in the Federal Government market with a solid understanding of government contracting (specifically DHS) and the professional services industry.
  • Proven ability to understand client challenges/goals; craft a solution; and develop demonstrations, POCs, proposals, and RFP responses with appropriate products and services based on client discussions.
  • Strong oral and written communication skills.
  • Ability to work independently and be self-motivated.
  • Ability to coordinate multiple projects and initiatives at one time
  • Proven ability to engage effectively at the executive level.
  • Ability to create and maintain strong client relationships utilizing interpersonal skills and a friendly, professional demeanor.
  • Experience tracking client/sales information in CRM solution desired.
