Job Description

Job Purpose:

The Project Coordinator –  BRCAAS Project will provide overall coordination, technical oversight, and implementation support for the “Building Regional Capacity Amidst Aid Shifts: Technical Assistance” project. The role will ensure effective delivery of Amref’s sub-granted interventions focused on health financing, system resilience, and continuity of essential health services in selected regions.

Working closely with BKP Economic Advisors GmbH (prime grantee), Regional Bureaus of Finance and Health, and other stakeholders, the Project Coordinator will lead planning, implementation, monitoring, and learning processes to strengthen subnational financing systems and support sustainable transition from external aid dependency.

Key Duties and Responsibilities

  • Lead  Amref’s sub-granted components of the project content.
  • Coordinate project implementation across regions, ensuring alignment with overall project objectives and donor expectations.
  • Manage and supervise project staff embedded within Regional Bureaus and foster a high-performing, collaborative team environment.
  • Ensure timely and quality delivery of project outputs in line with agreed milestones.

Technical Support & Implementation

  • Provide technical oversight on health financing, resource mobilization, and service delivery support interventions.
  • Support implementation of priority initiatives including health financing, mobile health and nutrition, ONEPHI implementation, family prosperity, and community-based platforms (e.g., VHL sustainability).
  • Work closely with Regional Bureaus of Health and Finance to identify priorities and co-develop context-specific solutions.
  • Facilitate knowledge sharing and alignment between stakeholders at regional and national levels.

Monitoring, Evaluation, Learning & Reporting

  • Develop and oversee monitoring, evaluation, and learning (MEL) frameworks, including indicators and performance tracking systems.
  • Ensure regular tracking of progress against targets and timely identification of implementation challenges.
  • Lead documentation and dissemination of lessons learned, best practices, success stories, and policy-relevant insights.
  • Prepare and submit timely technical and programmatic reports to the prime grantee (BKP) and donor.

Stakeholder Engagement & Coordination

  • Maintain strong collaboration with BKP Economic Advisors, government counterparts, and other partners.
  • Support policy dialogue and coordination forums related to health financing and ODA transition.
  • Represent Amref in technical meetings and ensure effective communication of project progress and results.

Quality Assurance & Adaptive Management

  • Establish systems for continuous learning and adaptive management to improve implementation efficiency.
  • Conduct regular supportive supervision visits to ensure quality and fidelity of implementation.
  • Translate evidence and learning into practical improvements in project delivery.

Other Responsibilities

Perform any other duties as assigned by the supervisor.

Qualifications

Academic and Professional Qualifications

  • Master’s degree in Public Health, Health Economics, Health Services Management, Medicine, or related field.

Required Competencies and Skills

  • Strong technical understanding of health systems strengthening and health financing.
  • Demonstrated experience in project planning, coordination, and implementation.
  • Proven ability to manage teams and work across multiple stakeholders.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication and report writing skills.
  • Ability to work in complex, multi-stakeholder environments and adapt to changing priorities.

Experience

  • Minimum of 7 years of relevant experience in health systems strengthening, health financing, or related areas within government or NGOs.
  • Experience working with RHBs, government systems, and development partners.
  • Proven experience in budgeting, reporting, and donor-funded project management.
  • Demonstrated experience in stakeholder coordination and partnership building.
