Amref Health Africa - Tanzania is a non-profit public health organization supporting the Government of Tanzania to address public health issues including maternal and child health, HIV, TB, Malaria, and Nutrition in Tanzania 1987. Amref Health Africa in Tanzania is funded by The U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania, to execute a robust HIV care and treatment clinical cascade project aiming to accelerate the achievement of the current 95-95-95 goals and the HIV epidemic control in Tanzania. Branded as Afya Thabiti, this project has been implemented in Mara, Simiyu, and Zanzibar since October 2023 and expanded to Dar es Salaam starting January 2026 covering facility and community-based prevention, care, and treatment services. Afya Thabiti works in collaboration and with guidance from the Tanzania Ministry of Health, Zanzibar Ministry of Health, and President’s Office Regions Authority and Local Government (PORALG). Job Description

The CQI Officer will provide technical oversight and hands-on support in the implementation of Continuous Quality Improvement (CQI) activities within the Care and Treatment component of the Afya Thabiti Project. 
The Officer will work closely with regional and facility QI teams to ensure the consistent application of CQI principles, compliance with national and donor standards, and use of data to drive improvements in HIV service delivery and client outcomes. 

Key Roles and Responsibilities 

  • Build the capacity of healthcare workers and facility QI teams on CQI methods, including data interpretation, monitoring performance, and applying quality improvement tools. 
  • Support implementation of MoH, CDC, and PEPFAR quality requirements, including SIMS, Infection Prevention and Control (IPC), and follow-up of remediation plans. 
  • Collaborate with Regional and Council Health Management Teams (R/CHMTs) to develop and monitor CQI interventions addressing identified gaps within HIV care and treatment services. 
  • Track and document implementation progress of QI activities using CQI platforms and provide regular feedback and recommendations to supervisors. 
  • Utilize existing data systems such as DHIS2 and CTC Analytics to monitor program performance and guide data-driven decision-making. 
  • Support program teams to document lessons learned, success stories, and best practices for knowledge sharing and replication. 
  • Participate in joint supervision and mentoring visits to health facilities in collaboration with MoH, RHMTs, CHMTs, and other partners. 
  • Perform any other duties assigned by the supervisor.

Qualifications

Education 

  • Degree in Medicine, Nursing, Public Health, or related fields. 
  • MD with additional training in Public Health or Quality Improvement is an added advantage. 

Experience 

  • Minimum of 3 years of experience in implementing Quality Assurance or Quality Improvement initiatives, preferably in PEPFAR-supported HIV programs. 
  • Knowledge and experience working with CQI frameworks, including the Tanzanian Quality Improvement Framework for Health Care. 
  • Experience providing mentorship, facilitation, and capacity building for healthcare providers. 
  •  Familiarity with digital data collection tools and national Health Management Information Systems (HMIS). 

Skills and Competencies 

  • Strong analytical and problem-solving skills. 
  • Excellent interpersonal, communication, and team-building abilities. 
  • Ability to manage multiple priorities in a dynamic environment. 
  • Strong organizational and time management skills. 
  • Proficiency in Microsoft Office and relevant data systems (DHIS2, CTC2, DATIM). 
  • Fluency in English and Kiswahili (spoken and written).
