Job Description
The County Health Coordinator provides technical assistance (TA) to the County Health Department and is responsible for the planning, implementation, monitoring, supervision, coordination and capacity building of CHD Team, frontline healthcare workers under the Health Sector Transformation Project (HSTP) in Ibba County. S/HE oversee County level activities under HSTP working in coordination with other project staff to deliver results aligned to specific project objectives and work plan. Plan and strengthen the implementation of Boma Health Initiative (BHI) activities in the community, and is responsible for emergency preparedness and response activities in the County. This will be achieved with support from the Lot Coordinator, Medical Logistician, Monitoring, Evaluation and Learning focal person as well as other project staff.
Key Responsibilities:
- Planning, management and coordination
- Together with the CHD Team, develop and implement project work plans in accordance with HSTP policies.
- Address gaps and delays in project implementation with support from the Management in maridi field office
- Work closely with CHD Team to manage County budget allocated in HSTP project
- Review monthly County budget variance report and transactions and also plan for the following month’s County budget
- Support all project logistics including the transport, stock management, accountability of drugs supplies in collaboration
- Develop quarterly procurement plans in compliance with Amref Health Africa procurement policy and HSTP quarterly schedules.
- Support CHD in development of field level activity budget and supervise budget implementation.
- Technical implementation
- Provide TA to the CHD in the implementation of BPHNS and community programmes
- Support CHD in the planning and supervision of health facilities aimed to identify challenges and strengthen health services delivery
- Together with the CHD, support the conduct of skills gap assessment and plan for trainings and other capacity building activities.
- Provide TA in the establishment and sustainability of health structures at County, Payam, Boma and Community level, ensuring CHD keeps track of these committees for roles and responsibilities.
- Support CHD in the identification of priority needs, plan and budget for resources allocated to the CHD
- Provide TA to address challenges in community and facility linkages that affect access to services.
- Monitoring, reporting and feedback
- In collaboration with CHD M&E officers and Amref MEAL officer, collate County progress reports for donor reporting.
- Ensure timely submission of high quality reports
- Provide inputs on timely submission of donor and internal reports.
- Together with the MEAL Officer, support CHD in planning for Quarterly review meetings/support supervision.
- Proposal Development
- Provides situational updates on issues affecting health services that need interventions, and participate in proposal development as appropriate.
- Human resource management
- Coordinate with project lead to ensure his or her HR needs are addressed as per Amref’ s procedures.
- Provide TA to CHD on human resource management in the County, including preparation of staff payrolls
Qualifications
- Degree in Medicine, Nursing, Midwifery, epidemiology, Health service management. Master of public health will be an added advantage.
OR
- Diploma in Clinical Medicine and public health, Nursing or Midwifery with at least 5 years’ experience.
- Extensive knowledge of Project Management cycle, Management Proficiency, Process Improvement and Performance Management
Other skills
- Excellent organizational skills
- Ability to effectively coach, Supervise, and manage staffing;
- Has good communication skills and a collaborative and multidisciplinary interest
- Has a thorough knowledge of English (both oral and written) and Juba Arabic
- Willing to travel to field locations
- Computer skills especially MS Word and Excel, among others is an added advantage
