Job Description
Job Summary:
Amref Health Africa would like to recruit a WASH Project Officer for its projects named “EQUALE-Equal Access to Social and Economic Opportunities for Migrants and Vulnerable Groups in Ethiopia” in Addis Ababa city administration and Debire Birhan town of the Amhara region. The project is mainly focus on a WASH entrepreneurship aiming to reduce irregular migration of unemployed youths through engaging in the WASH and related service provisions which again can improve the health of the target community and the environment we live in.
The job holders will be based in Addis Ababa and reports to the project manager.
Purpose of the Job:
The main purpose of the job is to support the implementation of a project named " EQUALE-Equal Access to Social and Economic Opportunities for Migrants and Vulnerable Groups in Ethiopia” in Addis Ababa city administration and Debire Birhan town of the Amhara region in Addis Ababa city administration and Debire Birhan town of the Amhara region by a well-deserved and technically competent Project Officer.
She/he will report to the WASH Project manager and mainly works with the project officers, assistants and other staffs to implement the project in the targeted areas.
Project Overview:
The project is mainly designed to mitigate the causes of irregular migration and improve the socio-economic development of vulnerable young people and women, with a focus on migrants, returning migrants, IDPs, refugees living in the host community and those potentially exposed to irregular migration in Addis Ababa and the cities of Debre Birhan, Amhara region
The project will be implemented in the capital, Addis Ababa, as a crossroads of destination and departure for internal and external migrants. In addition, the target of the intervention is also the city of Debre Birhan, in the Amhara region, close to Addis Ababa and where many unemployed, displaced and repatriated young people reside.
This initiative will contribute substantially to the achievement of results such as increasing professional skills in line with labor market demands; the creation of decent jobs (both as employees and self-employed) for migrants, potential migrants, returning migrants, IDPs, refugees; financial access for the start-up and development of businesses. In addition, particular attention is given to increasing the awareness of target groups and communities on the risks related to irregular migration and on the promotion of migration flows through regular channels, ensuring full respect for human rights.
Specific vocational training, and informal vocational training courses will include entrepreneurial skills, preparation of business plans and financial management, as well as gender equality, occupational safety and security. The link between labour supply and demand and access to initial funds will facilitate the start-up of income-generating activities.
The project will be carried out by Amref, in partnership with OIC-E (Opportunities, industrialization, Centers - Ethiopia), which has extensive experience in this thematic area related to vocational training, employment and entrepreneurship.
The initiative will directly involve 2500 (60%F, 40%M) young migrants, potential migrants, returning migrants, IDPs, refugees aged 18-35 who will see their economic conditions improved through the start of a job with a living wage and more than 5000 (55%F, 45%M) members of the target communities residing in slums or in difficult economic situation, who will see their water availability and sanitation conditions improved.
Duties and Responsibilities
- Provide technical inputs on design, plan, implement, monitor and evaluate project activities
- Prepare partner and internal reports including donor report (draft) on time and with standard quality
- Use Amref Health Africa existing available digital systems for project activity reports (AIMs) and other financial, procurement, HR and other online systems.
- Establish excellent relationship with partners, staffs and other guests
- Develop TOR conduct continuous follow up and provide technical feedback for project baseline, midterm and final evaluations.
- Participate in IEC materials development, organize and coordinate campaigns and events
- Organize and follow the legalization of women and youths who will be engaged in Job markets or WASH entrepreneurship
- Select or organize unemployed youths form sub cities and facilitate trainings
- Create linkage the trained youths and women with MFIs and job market
- Facilitate and Coordinate WASH campaigns and events
- Provide technical trainings and engage in data capturing, analyzing and interpretation.
- Organize, document and compile basic data on the project and community in the project implementation area.
- Monitor and supervise the over project activities and provide technical backup support
- Facilitate and support development of training modules, and guidelines to improve the project implementation quality
- Organizing, facilitate workshops and trainings in communities, and institutions
- Develop and document best practices, lessons, case stories, work films and pictures properly
- Facilitate, participate and represent Amref//the project in meeting and workshops.
- In collaboration with project staffs boost the quality implementation of the project activities as per the project objectives and operational plans.
- Develop different project monitoring and reporting tools / templates.
- Collect relevant activities and outcome/impact level results and submit to M &E and project manager.
- Identify gaps in various activities and provide/propose relevant materials to the project manager
- Participate in project idea generation and concept note development.
- Identify intervention gaps and provide/propose actions to the project manager
- Undertakes other duties as assigned by the supervisor /project manager.
Qualifications
- A minimum of BSC in Environmental Health Science, WASH and related fields.
- Minimum of 8 years of hands-on experience preferably in urban WASH entrepreneurship or WASH and Irregular migration focus projects implementation specifically in Addis Ababa is highly preferable
- Experience in developing training module, guidelines, SBCC in WASH and Business is a plus
- Experience in organizing and providing training for youth, women and other vulnerable groups on financial management, plumbing &electricity, business plan development, health and safety, waste management, urban cleaning and beautification.
- Practical experience in research, project evaluation, innovation and proposal development.
- Knowledge and experience of working in urban context mainly in WASH entrepreneurship
- Additional training and experience in WASH marketing, entrepreneurship, business models and gender in WASH is an advantage.
- Experience in developing and documentation project success stories, best practices, lessons
- Ability to establish a strong relationship with government, community and other partners in Addis Ababa and Debire birhan.
- Special skill in data management (collection, organizing, analyzing and interpretation)
- Excellent computer skills including Microsoft office applications (word, excel and PowerPoint), SPSS and navigating the internet
- The candidate must have strong analytical, problem solving, negotiation and networking skills.
- Should be a team player and comfortable to receive instructions.
- Experienced in developing quality plans and reports
- Working knowledge of English both writing and speaking skills is required, and NGO experience is a plus
