Brief Overview of the Programme

Amref health Africa in Uganda, MIFUMI and Cordaid is implementing an intensification and extension phase of the Heroes 4GTA programme funded by The Kingdom of Netherlands Embassy in Uganda on SRHR and SGBV in Kalangala, Bugiri, Mayuge, Iganga, Namayingo, Mbale, Budaka, Bukwo and Kween Districts. The Heroes for Gender Transformative Action (H4GTA) programme goal is “all young girls, boys and women in 9 hard to reach Districts of Uganda fully enjoy their sexual and reproductive health & rights and live in a gender equal society free from SGBV”. To achieve this, the project is being implemented in close collaboration with the district leadership of the nine Districts (through District Health Offices (DHOs), District education office (DEO) and community services) and in collaboration with MIFUMI and CODAID Objectives.

Job Purpose

The WASH Project Assistant will provide technical guidance and implement the WASH component for the Heroes Programme in Kalangala. This role will include working with the cluster team and stakeholders to ensure the beneficiaries access safe water and improved sanitation services, through inclusive WASH installations and social behavioral change interventions. These will be integrated sexual reproductive health rights (SRHR) initiatives.

Job Description

Key Duties and Responsibilities:

  • Participate in preparation of project work plans and budgets and ensure Life Course Immunization activities are well captured and support the project districts in the development of district micro plans incorporating the life course immunization approach.
  • Plan and implement the WASH component of the Heroes Programme interventions in Kalangala. This includes technical interpretation and implementation of the work plan, developing activity terms of reference and budgets, ERP requisitions, activity mobilization, coordination and implementation, trainings and generating activity reports and accountabilities.
  • Apply appropriate behavioral change and communication (BCC) approaches, methods and practices in project management, technical support for sustainability & evaluation and as well ensure the achievement of WASH-specific programme objectives.
  • Supervise and support field teams in the planning, mobilization, management, implementation and monitoring of WASH activities in health care facilities, schools and communities in line with the program.
  • Provide Heroes team and stakeholders with updates on policy, standards and guidelines relating to WASH in Health care facilities and schools as well as community.
  • Ensure compliance to donor requirements and timely communicate  challenges/constraints/opportunities to senior management within the consortium.
  • Work with the Heroes and overall Amref Team in ensuring procurement of the necessary inputs for implementation of the WASH component of the Programme.
  • Continuously engage stakeholders for proper implementation of the WASH programme.
  • In charge of the development and management of the WASH budget, work plans and operational plans including submission of cash forecasts and effective tracking of expenditures.
  • Represent the Amref Health Africa on duties related to WASH within the consortium.

Qualifications

Education and knowledge

  • Basic degree in Environmental Health sciences, Development Studies/economics, Community Health, Social Works and Social Administration or their equivalent.
  • Advanced training in Public Health, Reproductive Health, Project Planning and Management or international relations will be an added advantage.

Experience

  • A minimum of 3 years’ experience in implementation of WASH interventions especially in applying integrated WASH and SRHR initiatives with schools and communities.
  • Experience working with health care facilities and schools in streamlining WASH and PHASE

Skills

  • People management skills.
  • Excellent English written and verbal communication skills
  • Computer literate
  • Technical Skills (Water Supply Management, Developing and implementing hygiene education programs)
  • Ability to encourage sustainable hygiene and sanitation practices.
  • Ability to Implement WASH interventions.
