About Saving Lives and Livelihood (SLL) Project
The Saving Lives and Livelihoods (SLL) initiative, is a Partnership between the Mastercard Foundation and the Africa Centres for Disease Control and Prevention (Africa CDC). It is designed to save the lives and livelihoods of millions of people in Africa and hasten the recovery of economies across Africa. The Program has entered its second phase, during which phase the Program will, among other activities, focus on completing the vaccination of healthcare workers and vulnerable groups; integrating COVID-19 vaccinations into routine immunization; preparing countries for the next pandemic, particularly through the training and development of community health workers; and strengthening the capacity of Africa CDC as is incidental to delivery of the same. The activities under Phase 2 are a continuation of the activities under Phase 1 and, like Phase 1, are intended to maintain and safeguard lives and livelihoods.
Job Summary:
Amref Health Africa in Ethiopia is seeking to hire a Project officer for the Saving Lives and Livelihood (SLL) Phase II project. This position will be based at Amhara region, with frequent woreda-level field visits required. The Project officer will report directly to the Project Manager.
Under the supervision of the Project Manager, the Project officer will lead the program operations and implementation at the assigned region / cluster or field office level. He/she will serve as the primary contact for the Amref Ethiopia SLL program at the sub-national level, including the coordination with regional, zonal, and woreda health offices.
The Project Officer will be responsible for project planning, implementation, monitoring, evaluation, and reporting of achievement at the assigned region or cluster. He/she will ensure that the project is delivered on time and meets its requirements through developing a regional-level acceleration plan, daily activity monitoring and guidelines set forth by the Amref Health Africa, Africa CDC, and the MasterCard Foundation.
- Develop and implement activity operations plan (45%)
- Prepare a detailed project implementation and operation plan at the regional level
- Ensure project resources are timely availed, and activity plans are aligned RHB schedules
- Plan and cascade woreda/ zonal level activities using local government health structures like Immunization related trainings, micro plans, campaigns, and supportive supervision
- Prepare activity TORs, advance and participant payments in compliance with approved plans
- Ensuring effective acceleration of the project targets while boosting the burn rate in collaboration with the finance team
- Ensure compliance to logistics, procurement, finance, and communication procedures as per Amref and donor requirements
- Review the implementation work plan regularly with regional and woreda stakeholders
- Ensuring project coordination and networking (30%)
- Establish strong partnerships and relationships with sub-national level health and other sectors
- Ensure the regional health bureau and its lower structures are well-communicated and regularly updated about the progress of the project
- Actively network with sub-national stakeholders for effective delivery of project-related events and platforms
- Undertake regular consultation and collaboration with country office project teams, technical assistants and regional/woreda-level EPI focal persons.
- Ensure targeted woreda and health facilities received periodic technical support in collaboration with regional technical TA personnel
- Ensure that field schedules/plans are coordinated and completed timely and give support in the project target zones/woredas under the project manager's direction
- Ensure project team (Project Assistants) comply with the project plan with clear deliverables
- Facilitate Monitoring and evaluation of the project (25%)
- Facilitates and undertakes routine monitoring and evaluation activities in collaboration with the M&E team
- Conduct periodic project review meetings and supervision with local stakeholders
- Facilitate periodic supervision and mentorship at woreda, health center, and health post-level
- Document lessons, success stories, and best practices in collaboration with the Knowledge management team
- Prepare and timely submit periodic quality project reports for internal and government purposes
- Deliver other duties as per directed by project manager
Qualifications
- Minimum Degree in public health or equivalent education with at least 5 years of work experience in a health and immunizations program
- Experience in coordinating project operations including running intensive training, coordinating campaigns collaboratively with woreda, local health, and community structure
- Experience working in conflict-affected regions including fragile and hard-to-reach communities
- Excellent coordination and communication skills;
- Strong monitoring and reporting skills; Ability to work effectively under pressure
- Spoken and written fluency in English, Amharic and local language additional advantage
