Job Description

The successful candidate shall plan and conduct analyses of management, organizational and business improvement services and conceptualizes and defines the problems.  You will be responsible for assisting in the development of alternatives and solutions to a variety of problems; analyzing requirements; system documentation, and operational conditions to determine how to meet business and mission needs.

The IT Program Analyst shall provide IT Program Analytics and Strategic Planning support to the CIO, including but not limited to Critical IT governance functions that ensures C4I integrity through continuous management of IT resources, availability, and uptime. Joint Information Environment (JIE) Service Migration Team (SMT) transition of Excepted Networks (EN’s) into the Joint Information Security Stack (JRSS) network security architecture. Development of objectives, proposals, Concept of Operations (CONOPS), Tactics, Techniques, and Procedures (TTP), point papers, and governing instructions to align Navy missions, assets, and networks with JIE, JRSS, and other DoD imperatives.  Modernization projects that stabilize Navy & Joint communications, support critical C4I infrastructure, and provide data center efficiencies. Coordination and strategic planning with current and future stakeholders to foster collaboration within the joint operating environment supporting critical C4I programs and missions.

Primary duties include:

  • Plan, organize, and carry through to completion analytical studies to achieve effective, efficient, productive, and substantive mission-oriented C4I and Enterprise programs.

  • Prepare local directives, memoranda, policy statements, proposals, and other written documents to include web content in support of Government  and other C4I initiatives.

  • Assess costs benefits, evaluate feasibility, and develop options for courses of actions identifying the recommended course of action in support of current and future programs.

  • Collect, analyze, and consolidate data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives.

  • Prepare required narrative, statistics, monthly strategic analysis reports, and recommends necessary corrective measures.

  • Analyze program functions and/or areas to discern trends in program delivery.

  • Coordinate with key stakeholders to identify and document long-term strategic plans and assist in the development of resource requirements to support IT Governance & Enterprise Initiatives.

  • Participate in mission related meetings and briefings to include official travel as required.

  • Advise the COR of any problems or potential problems affecting performance as soon as they are known.  Verbal reports shall be followed up with written narrative reports as directed by the COR.

Qualifications

Security Clearance: 

  • US citizenship and a SECRET clearance are required

Education, Knowledge and Expertise (Required):

 

  • Bachelor's Degree in related discipline (i.e. IT, Engineering, or Business).

  • A minimum of 3-5 years professional experience within the JIE, JRSS, and other DoD imperatives/policies disciplines.

  • Knowledge of and experience in analyzing and evaluating (on a quantitative and qualitative basis) the effectiveness of Defense Information Systems Agency (DISA) and/or U.S. Navy C4I program operations in meeting established goals and objectives.

  • Knowledge of and experience in knowledge management, presenting clear, concise, and well-structured oral and written presentations to senior leadership utilizing Microsoft applications such as PowerPoint, Excel, and Word. Must be proficient in Microsoft Office applications.

  • Knowledge of and experience in drafting position papers on IT issues such as the implementation of emerging technologies, and updating web content.

  • Knowledge of and experience in reviewing plans and specifications ensuring adequate analysis and justification of requirements, realistic cost estimates, and implementation dates.

  • Knowledge of and experience performing feasibility studies to determine the best approach in terms of cost, system capability, mission requirements, and available resources.

  • Knowledge of and experience in researching trends, patterns, and implementation strategies for new or improved communication methods and procedures.

  • Knowledge of and experience in working closely with key stakeholders to assess mission requirements, resources, and systems involved. Developing milestones and follows-up on required actions then presents recommendations to senior management.

  • Knowledge of and experience in participating in discussions, meetings, committees, or special projects for IT governance, plans, and projects; presenting briefings, preparing recommendations, and reports.

  • Knowledge of and experience in planning and developing methods, procedures, and techniques governing regional/command-wide decisions on Information Technology and Telecommunication systems.
