Job Description

The successful Military Analyst shall plan, conduct, execute studies and provide analysis of military unique subjects using scientific analytical methods in support of training OE / Opposing Forces (OPFOR). Areas of expertise include but are not limited to: military concepts, doctrine and tactics; military organization and force structures; training and leader development; requirements research and analysis; army and joint acquisition analysis; scenario development; and army and joint experimentation. Provide general and specialized military expertise, including but not limited to the following areas: military functional areas and/or battlefield operating systems; command, control, and communications; information, surveillance, and reconnaissance; joint concepts and operations; existing and emerging threats. Writes reports and analytical findings.

Plan, coordinate, and execute annual OPFOR conferences and forums to evaluate current and future OE and OPFOR lessons learned, review requirements for training environments, promote critical analysis, provide leader education and feedback, and promulgate appropriate OE and OPFOR doctrine.

Highlight of Responsibilities:

  • Provide OPFOR Support to Training Transformation (T2) Initiatives

    • Participate in the Department of the Army (DA) -led T2 effort in coordination with the DA’s JIIM Program and the National Simulation Center (NSC).

    • Participate in the DA’s and the Deputy Joint 7 (DJ7) in Suffolk’s Joint Training
      Development, Joint Operations System Environment (JOSE), and JIIM forums.

    • Conduct reviews of DJ7 or other JIIM-hosted or sponsored exercises.

    • Assist in validating the resource requirements for Army-nominated OE and OPFOR live, virtual, and constructive initiatives.

    • Assist in validating in the Army G-3 JWC accreditation and resource requirements
      process for Army-nominated OE and OPFOR initiatives.

    • Support Government-directed research and conduct required collaboration and coordination efforts to submit accurate requirements and Program Budget Review (PBR) documentation to ensure full eligibility for JIIM funding.

    • Conduct all preparation and research required to attend meetings and shall be capable of presenting Army OPFOR equities as indicated by the Government.

  • Support OPFOR Quality Assurance (QA) efforts.  For example,

    • Assist TRADOC G-2 with OPFOR Accreditation/Validation functions of CTCs, HST, CoEs, and TSDs.

    • Validate the OE and OPFOR replication for all Army collective training and institutional education programs by planning, coordinating, executing, and authoring written reports IAW AR 350-1, AR 350-2, AR 350-50, and AR 381-11.

    • Develop, refine, staff, and publish Annex B (OE and OPFOR) of the TRADOC Accreditation Action Plan for the CTC program, and Standards 7 and 8 of the TRADOC QA Program

    • Conduct research as directed by the Government, prepare for, and participate in
      approximately 16-24 accreditations across the Army annually.

    • Prepare annual OPFOR trends report for the TRADOC Commander and CAC.

  • Support OPFOR Modernization functions. For example,

    • Provide program and technical SMEs for OPFOR modernization efforts, developments, and initiatives in coordination with the HQDA DCS, G-3/5/7, JCW, and CAC’s Combat
      Training Center Directorate, the Army Training Support Center (ATSC), and the
      CTCs, to replicate realism and consistency of OE portrayal across all simulation domains LVC.

    • Present OPFOR requirements to the Technical Support Working Group (TSWG), and the CTC and HST Council of Colonels to validate resources needed to develop, field, and sustain modernization initiatives.

    • Provide lead technical effort to assist ATSC in the development, technical definition,
      and refinement of training support requirements for OPFOR

    • Provide the technical expertise to assess cyber and/or electronic warfare (EW)
      environments for training and developing a cyber/EW-focused OPFOR capability.

    • Conduct research to justify and produce JCIDS documentation, to include Capability
      Based Assessments (CBAs), Capability Development Documents (CDDs), and
      Capability Production Documents (CPDs).

  • Provide Joint Capabilities Integration Development System (JCIDS) OPFOR Support. Assist with development of the necessary documentation, Analysis of Alternatives (AoA), Capability Production Document) to support the fielding of OE C2, OPFOR Capabilities, OPFOR Overmatch and OPFOR Surrogate Wheeled Vehicle. This includes:

    • Digital OPFOR C2, Info War (Cyber Environment, Cell Phones Network, TV, Radio,
      Printing, etc.)

    • Electronic Warfare (Jamming – GPS, RTU C2, Satcom, Radar), Signals Collection

    • Staffing and gaining approval for 3 CPDs and 4 CDDs in support of the OPFOR Program

    • Working with CTCs and TCM-Live to develop a modernization strategy for systems fielded, and for the OPFOR Surrogate Tank

    • Working the Basis of Issue Plans with combat developers and materiel developers to
      field Army systems to meet OPFOR Training Gap at CTCs and Homestation including
      working the TAA process and the Force Design Update to equip and man the CTC
      program

    • Ensuring that the Instrumentation System, MILEs and the Constructive simulations provide an adequate representation of the OPFOR to properly train army units 

Qualifications

  • Clearance: Top Secret/SCI (fully adjudicated)
  • Education/Experience:  Masters degree in related discipline plus four (4) to six (6) years of related experience; or Bachelors degree in related discipline and eight (8) to ten (10) years of related experience; depending upon discipline, a combination of vocational and/or military
    certifications plus three (3) to five (5) years’ experience may be substituted for degree.

  • Work experience includes experience in military operations, doctrine, concepts, and material acquisition process or force development.

  • Professional experience in military operations should include service at a Division, Corps, in-theater Army, Coalition or Joint headquarters. Completion of the Command and General Staff
    College (CGSC) or equivalent service school is desired.

  • Excellent written and verbal communication skills
