Senior Project Manager - Affordable Housing Development

In addition to the production of new affordable housing, the organization’s development team has expertise in acquisition and rehabilitation of existing affordable housing (with or without expiring affordability covenants), as well as the re-syndication of properties within its own housing portfolio as a means to extend the useful life of the asset and ensure affordability in perpetuity.

Job Description

Under the direction of the Senior Vice President, Development, the Senior Project Manager will have primary responsibility for the full range of development activities for selected affordable housing and community development projects, including new construction and acquisition/rehab projects. The ideal candidate must have experience managing projects using LIHTC and related public financing for affordable housing developments.

Specific Duties and Responsibilities

1. Manage all phases of development including initial financial feasibility analysis, overseeing design development, securing all necessary financing, procuring and contracting with all third party consultants, overseeing construction.

2. Manage all aspects of financing developments; identify funding sources and complete loan/funding applications; secure pre-development, construction and permanent financing.

3. Coordinate with asset management, property management and resident services during pre-development and construction, including management of tenant relocation.

4. Manage the construction process; select and negotiate contract with contractors; monitor construction team.

5. Manage transition to operations; supervise property management; monitor tenant selection and lease up.

Qualifications

1. A bachelor’s degree and at least five (5) years of experience in affordable housing development and finance.

2. Knowledge of key aspects of real estate development and finance, land use and entitlement, property due diligence and acquisition, and site planning and design. Experience with all phases of the development process preferred, preferably with at least one project taken from concept through completion.

3. Familiarity with structuring and negotiating real estate development transactions and affordable housing finance including public subsidies, low income housing tax credits and tax exempted bonds; ability to creatively combine financing tools to leverage housing funds.

4. Knowledge of and experience with loan packaging, public and private affordable housing resources, and subsidy programs.

5. Ability to initiate and maintain effective and cooperative working relationships with team members, local government agencies, consultants, lenders/investors, and community stakeholders.

6. Ability to effectively engage community representative, including persons with diverse economic and educational backgrounds, in the real estate and community development process.

7. Well-organized, detail oriented, and excellent analytical skills; proficiency in sophisticated financial analysis using Excel and with word processing software such as Microsoft Word.

8. Strong analytical and problems solving skills; good client and public presentation skills; and excellent oral and written communication skills.

9. An entrepreneurial and creative approach to problem-solving in the field of real estate development; enthusiasm and team building spirit.
