Job Description

AFRY is seeking a qualified and experienced Lead Mechanical Engineer to join the Owner's Engineer site supervision team.

The Lead Mechanical Engineer in an Owner's Engineer assignment is instrumental in ensuring the successful execution of the mechanical works of a power plant project. Her/his expertise, attention to detail, and proactive approach are crucial in delivering a high-quality, safe, and compliant facility.

Responsibilities/Duties (inclusive of but not limited to):

  • Review mechanical engineering designs and plans, method statements, ITPS, materials and construction procedures to ensure they meet project requirements and local building codes.  Document review sheets shall be prepared for each the site related mechanical discipline document / drawing.
  • Verify that the construction work aligns with approved design specifications. Witness site tests, review Request For Inspections, study and comment on Material Receival Reports.
  • Conduct regular site inspections to ensure compliance with design specifications, industry standards, and safety regulations. Prepare daily, weekly and monthly reports for the site civil works and support AFRY project management team in the preparation of the project’s reports and presentation.
  • Oversee and manage quality control and assurance procedures for mechanical construction and commissioning activities. Prepare independent Non-Conformance Reports (NCR) and study the mechanical NCRs issued by the EPC contractor.
  • Identify and address construction or commissioning issues, conflicts, and discrepancies as they arise. Collaborate with the project team to develop solutions and mitigate risks. Prepare minutes of daily, weekly and monthly meetings and keep records of all outstanding points.
  • Ensure that mechanical construction, testing and commissioning activities are executed in accordance with the project schedule. Identify and address delays or potential schedule risks. Inform, on a weekly basis, AFRY’s project management team about the actual versus planned civil construction progress.
  • Identify potential risks related to mechanical engineering and construction activities. Develop risk mitigation strategies and contingency plans. Prepare minutes of daily, weekly and monthly meetings and keep records of all outstanding points.
  • Assist in the evaluation of site progress, including reviewing progress payments, change orders, and claims. Carry out in cooperation with AFRY’s project management team the certification of EPC contractor invoices related to the site mechanical works.
  • Review and assess claims from contractors related to mechanical engineering aspects.  Work to resolve disputes and claims in a fair and timely manner.
  • Stay informed about changes in regulations and standards, ensure that the project complies with all applicable laws and regulations.
  • Review the list of approved documents and ensure the proper execution of the final 'For Construction' versions.
  • Review of the preliminary (prior to start commissioning) and final (prior to taking over) commissioning manual and O&M manuals submitted by the Contractor.
  • Evaluate site updates and red marked documents by the contractor, collaborate with the engineering team, and assess the site's as-built documents.
  • Review and address any Non-Conformance Reports (NCRs) to ensure compliance and quality standards are met with engineering team coordination.
  • Facilitate effective communication and coordination among the contractor, engineering team, and the site manager.
  • Oversee the mechanical aspects of project closeout, ensuring that all documentation, punch list items, as-built documents and final inspections are completed satisfactorily. Facilitate the smooth handover of the project to the owner.

Qualifications

  • Bachelor's degree in mechanical engineering, or a related field. Master's degree is a plus.
  • Proven experience as lead mechanical engineer in large-scale construction projects, preferably in the energy or power industry.
  • In-depth knowledge of local, and international design codes and standards.
  • Strong analytical and problem-solving skills.
  • Excellent communication and leadership abilities.
