Job Description

The Civil Works Manager – Depot & Online Buildings is responsible for the management, technical direction and delivery assurance of all civil and structural works associated with the depot facilities and the online (wayside) buildings of the High Speed Rail project. The role covers design review, construction supervision, quality, schedule and cost control, and interface management for rolling stock depots, maintenance facilities and all buildings located along the railway alignment, ensuring that works are delivered safely, to specification, and in accordance with applicable international and local rail standards.

Depot Buildings

  • Manage and oversee the design development, review and construction of depot civil and structural works, including rolling stock maintenance workshops, stabling sheds, inspection pits, wheel-lathe and wash-plant buildings, and associated foundations and structures.
  • Direct the delivery of depot administration, operations control, warehouse/stores, fuel and lubrication, fire station, security and staff welfare buildings.
  • Oversee depot-wide infrastructure including internal roads, hardstanding, drainage, retaining structures and boundary works, ensuring coordination with track, systems and utility works within the depot footprint.
  • Coordinate civil works interfaces with permanent way, overhead contact system (OCS), signalling, power and building services (MEP) contractors within the depot.

Online (Wayside) Buildings

  • Manage civil and structural works for buildings located along the alignment, including signalling equipment rooms, traction power substations and OCS feeder stations, telecommunications huts, ventilation and plant buildings, and emergency access/escape structures.
  • Oversee construction of station-related civil/structural elements, patrol and maintenance buildings, staff welfare cabins and security posts sited along the corridor.
  • Ensure online buildings are correctly sequenced and interfaced with earthworks, structures, track possessions and systems installation activities along the alignment.

General Management & Technical Duties

  • Lead a multidisciplinary team of civil/structural engineers and site supervisors, allocating resources across depot and wayside building work-fronts.
  • Review and approve design deliverables, drawings, specifications and method statements for compliance with contract requirements and applicable codes (e.g., Eurocodes, UIC, AREMA, or project-specified equivalents, and local UAE/GCC building and civil defence codes).
  • Supervise contractors and subcontractors on site, monitoring workmanship, quality assurance/quality control (QA/QC), and adherence to approved methods and programme.
  • Develop and maintain the civil works construction programme for depot and online buildings, monitoring progress, identifying delays and implementing recovery measures.
  • Manage cost control, change/variation assessment and reporting for the civil works package(s) under their responsibility.
  • Enforce project health, safety and environmental (HSE) requirements across all depot and online building work sites.
  • Manage technical and programme interfaces with systems-wide contractors (rolling stock, signalling, power, telecommunications, permanent way) and with the client, engineer and relevant authorities (municipalities, utility providers, civil defence).
  • Chair/participate in technical and progress review meetings, and prepare regular progress, risk and status reports for project leadership.
  • Manage risk registers, non-conformances and defects for the civil works scope, and support testing, commissioning and handover of depot and online buildings.
  • Review and verify as-built documentation, O&M manual inputs and close-out records for the civil works scope.
  • Mentor and provide technical guidance to junior engineers and site staff.

Minimum Qualifications & Experience

The following are the mandatory minimum requirements for this position:

  • Not less than fifteen (15) years’ experience in the management of design and/or construction of rail projects, and in their required field of expertise.
  • A minimum of five (5) years of that experience specifically in the management of design and/or construction of a railway project.
  • Experience in the implementation of High Speed Rail (HSR) projects is highly preferable.
  • Must have held the same or an equivalent position on at least one project of a similar size and complexity.
  • Middle East and UAE experience is considered highly advantageous.

Qualifications

University degree in Civil Engineering (or closely related discipline); a Master’s degree and/or Chartered Engineer status is preferred.
