The Civil Inspector works closely with the Resident Engineer (RE), Assistant Resident Engineer (ARE), Contractor, QA/QC team, surveyors, and Client representatives to monitor construction progress, verify workmanship and materials, identify site issues, and ensure compliance with project requirements.

Key Responsibilities

• Be fully familiar with the project contract documents, approved detailed drawings, technical specifications, method statements, inspection and test plans, health and safety requirements, and all approved revisions or updates.
• Monitor and ensure the Contractor’s compliance with the requirements, standards, specifications, drawings, and approved documents of the contract.
• Undertake daily site supervision and inspections of civil and infrastructure works as required or instructed by the Resident Engineer (RE) or Assistant Resident Engineer (ARE).
• Liaise with the Contractor on a daily basis and follow up on construction activities, manpower, equipment, materials, work sequences, and site requirements.
• Monitor the Contractor’s management and utilization of manpower, plant, equipment, materials, and other resources to ensure that construction activities are progressing effectively.
• Monitor compliance with project health, safety, and environmental requirements and promptly report unsafe conditions, practices, or activities to the RE/ARE.
• Maintain accurate daily records of the Contractor’s manpower, equipment, plant, materials, and site activities.
• Prepare and submit daily inspection and site reports to the RE/ARE, including details of completed works, ongoing activities, work orders, material deliveries, inspections, testing, resources, and any site issues.
• Follow up on and assist in implementing site instructions issued by the RE and ARE, ensuring that the Contractor takes appropriate corrective action within the required timeframe.
• Apply and implement project quality control procedures and ensure that construction activities comply with the approved Quality Assurance/Quality Control (QA/QC) requirements.
• Monitor the Contractor’s QA/QC activities, inspection requests, testing activities, quality records, and corrective actions, and maintain relevant documentation.
• Inspect materials delivered to site and verify their compliance with approved material submittals, specifications, drawings, and contract requirements.
• Maintain records of material testing, laboratory test results, inspections, approved works, rejected works, corrective actions, and other relevant quality documentation.
• Carry out site measurements, quantity verification, and surveying checks as required by the RE/ARE, particularly for pipe alignments, levels, invert levels, gradients, and other infrastructure works.
• Verify construction dimensions, levels, line, grade, location, and alignment against approved drawings and specifications.
• Audit and inspect construction activities for conformity with contract documents, approved drawings, specifications, method statements, inspection and test plans, and Contractor-submitted plans.
• Identify defective, non-conforming, or substandard work and immediately report such issues to the RE/ARE for appropriate action.
• Assist the RE and ARE in identifying, investigating, and resolving site problems and technical issues promptly.
• Coordinate and cooperate with the Client’s Project Manager and other Client representatives during site inspections, ensuring that inspections are conducted in the presence of the RE or ARE where required.
• Assist the RE and ARE in monitoring construction progress and achievement of key project milestones.
• Monitor the start-up, commissioning, testing, completion, and handover of infrastructure works and maintain appropriate records of project milestones and completion activities.
• Verify completed works prior to inspection, testing, commissioning, and handover.
• Assist in maintaining accurate project records, inspection documentation, site photographs, test reports, measurements, correspondence, and other construction records.
• Assist the RE and ARE in preparing technical correspondence, site instructions, inspection records, non-conformance documentation, and other project-related communications in accordance with contract requirements.
• Communicate site observations, progress, quality concerns, safety issues, and Contractor performance matters to the RE/ARE in a timely manner.
• Ensure that all inspection and monitoring activities are properly documented and that relevant records are maintained for project control and audit purposes.

• Diploma or Bachelor’s degree in Civil Engineering, Construction, or a related discipline.
• Minimum 7-10 years of relevant experience as a Civil Inspector on infrastructure, utilities, roads, drainage, pipelines, or similar civil construction projects.
• Strong knowledge of civil construction methods, inspection procedures, drawings, specifications, and quality requirements.
• Experience with pipe installation, alignment and level checks, earthworks, concrete works, drainage, utilities, and associated infrastructure works is desirable.
• Knowledge of QA/QC procedures, Inspection and Test Plans (ITPs), method statements, material testing, and site documentation.
• Ability to read and interpret engineering drawings, specifications, and contract documents.
• Knowledge of construction health and safety requirements.
• Good communication, coordination, reporting, and problem-solving skills.
• Ability to work effectively with Contractors, Consultants, Clients, surveyors, QA/QC personnel, and other project stakeholders.
• Proficiency in standard site reporting and documentation systems; familiarity with surveying equipment and relevant engineering software is an advantage.
