Job Description
Job Summary
The Senior Contracts & Commercial Specialist will be responsible for the effective management and administration of Works Contractors and General Engineering Consultants (GECs) engaged across major infrastructure projects. The role will oversee GEC design and supervision contracts, supervision-only services, contract changes, addendums, claims, tender documentation, procurement reporting, and commercial procedures.
The position requires strong knowledge of contract administration and procurement processes, with particular emphasis on PWA procedures, Qatar Government requirements, PWA Conditions of Contract, and QCS 2014.
Key Responsibilities
- Manage and administer contracts for Works Contractors, GECs providing design and supervision services, and supervision-only consultants across infrastructure projects.
- Prepare, review, process, and administer GEC Change Requests and Contract Variation/Addendum (CVA) submissions through financial approval and final issuance.
- Prepare detailed commercial and contractual substantiation for GEC CVAs, including submissions to relevant tender committees and subsequent audit and approval processes.
- Administer and monitor contractor and GEC claims, including reviewing supporting documentation, drafting contractual responses, and providing commercial advice and recommendations.
- Prepare, review, and maintain comprehensive and up-to-date tender and contract documentation for Works Contractors and GECs.
- Maintain the tender and contract document database on PMDS, ensuring the latest PWA, statutory, authority, stakeholder, and Contracts Department revisions and supplements are incorporated.
- Research, prepare, and process Change Requests relating to GEC design and supervision and supervision-only services.
- Prepare and process Change Requests for specialist construction works for general application across infrastructure projects.
- Develop detailed commercial and contract management procedures for implementation by the Commercial Team.
- Provide guidance and advice on contract management and administration requirements.
- Ensure all contract and commercial activities comply with applicable contractual requirements, PWA procedures, and relevant Qatar Government regulations.
- Prepare and maintain monthly and weekly procurement, GEC CVA, and GEC appointment progress reports.
- Prepare various commercial, procurement, and contract administration reports and presentations as required by management.
- Coordinate with relevant stakeholders to obtain required PWA approvals and ensure timely progression of commercial submissions.
- Identify commercial and contractual issues that may affect project delivery and support the team in developing appropriate solutions.
- Ensure accurate documentation, records, approvals, and audit trails are maintained throughout the contract lifecycle.
- Mentor and provide technical guidance to junior members of the Commercial Team.
- Perform other duties and responsibilities as assigned by management.
Stakeholder Management
- Work collaboratively with Commercial Team members, PWA Project Engineers, Project Managers, GEC representatives, procurement teams, and other stakeholders.
- Coordinate with relevant PWA departments to obtain approvals and resolve commercial and contractual matters.
- Maintain effective communication with GECs and contractors to facilitate timely resolution of claims, changes, CVAs, and other contractual issues.
- Support project teams in resolving commercial and contractual delivery challenges.
Qualifications
- Minimum 14+ years of relevant professional experience in contracts, commercial management, quantity surveying, procurement, or contract administration.
- Demonstrated experience working on major infrastructure projects is mandatory.
- Strong experience in the administration of Works Contractor and GEC contracts.
- Experience with GEC design and supervision and supervision-only contracts is highly desirable.
- Proven experience in claims administration, change management, contract variations, CVAs, tender documentation, and procurement processes.
- Strong knowledge of PWA contract and procurement procedures and Qatar Government requirements.
- Working knowledge of PWA Conditions of Contract and Specifications, including QCS 2014 and subsequent revisions.
