Job Description
Job Summary
We are seeking a highly experienced Contract & Procurement Expert with a minimum of 20 years of professional experience in contract management, procurement planning, and preparation of tender documents for hydropower and pumped storage projects. The successful candidate will be responsible for developing procurement strategies, preparing bidding documents, administering contracts, managing tendering processes, evaluating bids, and providing contractual support throughout the project lifecycle. The role requires extensive knowledge of procurement policies, standard bidding procedures, and international contract conditions applicable to large infrastructure projects.
Key Responsibilities
- Develop procurement strategies for hydropower and pumped storage projects in accordance with project requirements and applicable procurement guidelines.
- Prepare and review prequalification (PQ) documents, Expressions of Interest (EOIs), Requests for Qualification (RFQs), Requests for Proposals (RFPs), and bidding/tender documents.
- Draft and review General Conditions of Contract (GCC), Special Conditions of Contract (SCC), technical specifications, Bills of Quantities (BOQs), schedules, and contractual forms.
- Prepare tender documents for major project packages, including:
- Civil works
- Electro-mechanical equipment
- Hydromechanical equipment
- Transmission and switchyard works
- Engineering consultancy services
- Develop procurement schedules and coordinate procurement activities to meet project milestones.
- Manage the complete tendering process, including bid invitation, pre-bid meetings, clarifications, addenda, bid opening, technical and commercial evaluations, negotiations, and contract award.
- Prepare bid evaluation reports and recommendations for contract award.
- Review contractual risks and recommend appropriate mitigation measures.
- Administer contracts during project execution, including change orders, variations, claims, extensions of time, payment certifications, and dispute resolution.
- Provide contractual advice to project management, engineering, finance, and legal teams.
- Coordinate with consultants, contractors, suppliers, and client organizations throughout procurement and contract implementation.
- Ensure compliance with employer procurement policies and the requirements of funding agencies where applicable.
- Maintain procurement records, contract documentation, and audit trails.
- Participate in project reviews, risk assessments, and procurement audits.
- Support project close-out, contract completion, and final settlement activities.
Qualifications
- Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
- Master's Degree in Construction Management, Contract Management, Project Management, Business Administration, Law, or a related field is preferred.
