Job Description
Job Purpose
Lead the complete PMC assignment for the transmission line, HVAC substations and HVDC terminal station packages, ensuring that the works are delivered safely, within the approved scope, schedule, budget, quality requirements and contractual framework.
Key Responsibilities
- Act as the principal point of contact between the Consultant, Client, EPC contractors, OEMs and other stakeholders.
- Establish the Project Execution Plan, organization structure, responsibility matrix, communication protocol and reporting arrangements.
- Lead mobilization and deployment of PMC resources across transmission line sections, substations and HVDC terminal stations.
- Review and monitor the contractor's baseline schedule, procurement plan, construction methodology, resource plan and commissioning programme.
- Coordinate transmission line, substation, HVDC, civil, electrical, mechanical, protection, SCADA, telecom, quality, HSE and contractual interfaces.
- Monitor overall progress against approved milestones, identify deviations and direct preparation of recovery or acceleration plans.
- Review critical technical submissions, constructability issues, interface matters and site constraints requiring management decisions.
- Ensure effective implementation of the approved quality plan, inspection and test plans and HSE management system.
- Lead periodic progress, technical, contractual, risk, quality and HSE review meetings.
- Review contractor claims, variations, extension-of-time submissions and change requests with the Contracts Manager and Planning Engineer.
- Monitor project risks and maintain an updated risk register, mitigation plan and management action log.
- Ensure timely resolution of ROW, access, crossing, outage, interface, land, statutory and stakeholder constraints.
- Review recommendations for certification of contractor invoices, milestone payments and completion status.
- Lead construction-completion, pre-commissioning, energization-readiness and handover reviews.
- Ensure timely close-out of punch points, NCRs, technical queries, as-built drawings, test records and completion dossiers.
- Provide timely advice to the Client on technical, schedule, quality, HSE, contractual and commercial matters.
- Manage team performance, workload allocation, succession planning and replacement of personnel, where required.
- Ensure project decisions, instructions and approvals are properly recorded and communicated.

Qualifications
- Bachelor's degree in Electrical, Civil or Mechanical Engineering from a recognized institution.
- Minimum 15 years of relevant experience in EHV transmission line and substation projects.
- Demonstrated experience in leading at least one major 400 kV/765 kV transmission or substation project.
- Experience in HVDC, GIS, large power transformers, reactors, control and protection systems will be preferred.
- Working knowledge of project controls, contracts, quality management, HSE, procurement, construction and commissioning.
- Proficiency in project reporting, stakeholder management and multidisciplinary coordination
Additional Information
The position will be site-based at Khavda or Surat and may require travel between project locations, contractor offices, manufacturing facilities and client offices.
The successful candidate will work within a multidisciplinary AECOM Energy team supporting the safe and successful delivery of major HVDC and transmission infrastructure projects.
