Job Description

AECOM is seeking a Control Room Lead/Standard Operating Procedures (SOP) Specialist to oversee the daily activities and responsibilities of assigned shift personnel and shift duties within a 24/7/365 traffic operations control room located in Omaha, NE.  As a secondary function, this position will also review existing SOP documents and make additions and/or revisions to keep them current to meet TMC operating procedures.  New SOPs will also be completed as needed to meet the changing environment of the TMC.  This position is responsible for ensuring strict compliance with standard operating procedures, quality control, and personnel management.  Applicants will need to be professional, dependable, self-motivated, and possess prior experience overseeing a staff of 3 to 6 team members.  The qualified applicants will need to clearly demonstrate their knowledge of Nebraska’s Interstate and Arterial Road Network and basic proficiency with computer and communication systems.   Applicants will also need to confirm their willingness and ability to work in a 24/7/365 operating environment, which may include weekends, nights, and holiday shifts.

This position is responsible for overseeing assigned shift personnel in the successful and timely execution of their duties in a fast-paced operational environment.  Successful candidates must be able to demonstrate prior experience in leading small teams to achieve assigned objectives, ensure compliance with detailed operating procedures, maintain high staff morale, and ensure compliance with quality standards. 

Control Room Leads execute their responsibilities from a Traffic Management Center (TMC), located in Omaha, Nebraska.  The environment is a technological hub for traffic operations, which uses a variety of different technologies for the purpose of enhancing safety and mobility. 

Other Responsibilities Include:

  • Managing and logging traffic incidents in an advanced transportation management system software.
  • Coordinating and dispatching incident response crews to incidents in a safe, timely and efficient manner.
  • Detecting, confirming, and tracking equipment failures affecting control room operations (e.g., central system, computers, CCTV cameras, digital message signs, etc.).
  • Coordinating with local, regional, and statewide stakeholders on all control room activities by providing essential and timely incident information and status.
  • Informing first responders of traffic related incidents involving injury and assisting with coordination of lane closures and diversion routes.
  • Coordinating incidents (to include traffic signal system malfunctions) with local municipalities for resolution and information dissemination.
  • Conduct periodic work product audits to ensure procedural compliance and staff understanding.
  • Oversee shift scheduling and compliance with attendance policies in conjunction with senior managers.
  • Coordinate and track all assigned employee training for initial and recurrent training.
  • Lead and/or participate in post-incident analysis.
  • Make procedural updates to the TMC SOPs.
  • SOP revisions will include draft revisions, NDOT content approval, development of new procedure training materials, updates to the SOP revision page and navigating the quality assurance reviews of new materials before being finalized.
  • SOP Specialist will work with an SOP subject matter expert as needed to create and update these documents.
  • Coordinate with Data Analyst and Trainer regarding any SOP document improvements that come out of training and certification programs.
  • Readily assume duties of Control Room Operator when needed to fill staffing shortages.

Work Conditions:

  • May be subject to short or no-notice work assignments during emergency events.
  • Rotating shift schedule, available morning, afternoons, evenings, weekends and holidays.
  • Controlled, indoor environment with dimmed lighting.
  • Significant periods of sitting, CCTV camera viewing, and data entry.
  • Heavy volume of telephone, radio, and computer usage.

Qualifications

Minimum Requirements

  • High School Diploma + 2 or more years of prior experience as a Traffic Monitoring Operator or other related experience.
  • Driver’s license in good standing.

Preferred Qualifications

  • Associate’s degree.
  • Previous supervisory experience.
  • Competence in MS Office products.
  • Technical writing skills to include grammar editing and content flow.
  • Time management experience.
  • Prior experience working in a fast paced, technology-infused environment.
