At AECOM, we are currently recruiting for a Senior MEP Quantity Surveyor to join our Dublin office.

This role is based on-site three days per week, with the flexibility to work from home two days per week.

Here's what you'll do

As a Senior MEP Quantity Surveyor, you will take a lead role in the commercial and cost management of major building services and infrastructure projects, acting on behalf of the Contracting Entity. You will be responsible for the effective control of MEP project expenditure, ensuring contractual compliance, commercial governance, and financial certainty throughout the project lifecycle. The position also includes leadership and mentoring responsibilities for Intermediate Quantity Surveyors, while supporting programme-wide commercial objectives.

You will provide strategic oversight of MEP cost management activities, including the review and validation of contractor applications, variations, claims, forecasts, and final accounts, ensuring all payments are assessed in accordance with contract provisions, schedules of rates, bills of quantities, and applicable reimbursement mechanisms.

Key Responsibilities

Programme Cost Management & Commercial Control

  • Support the development, implementation, and continuous improvement of cost management procedures, systems, and governance frameworks, ensuring alignment with industry best practice and contractual requirements.
  • Monitor compliance with established cost control processes and commercial procedures, identifying and escalating areas of concern to Programme and Project Leadership teams.
  • Develop and maintain programme-wide MEP cost management strategies, ensuring robust budgetary control and financial reporting.
  • Review and contribute to contractor Key Performance Indicators (KPIs) relating to cost performance, forecasting accuracy, value management, and commercial compliance.
  • Lead the commercial management of variations, change control processes, retention mechanisms, liquidated damages assessments, and monthly cashflow forecasting.
  • Provide commercial and financial input to project risk reviews, advising on the cost implications of identified and emerging risks.
  • Review and approve forecast final costs and cost reports prepared by the wider Cost Management team, ensuring accuracy and transparency.
  • Establish and maintain clear escalation pathways for commercial and cost-related matters across the programme.
  • Support the assessment and resolution of contractor claims, disputes, and commercial negotiations where required.
  • Drive value-for-money outcomes through effective procurement support, commercial challenge, and robust cost assurance processes.
  • Develop and maintain reporting systems and procedures that ensure timely, accurate, and consistent cost reporting across the programme.
  • Build and maintain strong relationships with contractors, consultants, suppliers, and key industry stakeholders to support successful programme delivery.
  • Provide specialist commercial advice relating to construction and consultancy contracts, including claims management, dispute resolution, and contractual entitlements.

Pre-Contract & Post-Contract Cost Management

  • Review schedules of rates, bills of quantities, and cost plans prepared by consultants to support the development of robust pre-tender estimates and programme budgets.
  • Provide commercial commentary, benchmarking, and recommendations to support procurement and tender evaluation activities.
  • Review and approve monthly valuations, cost reports, variation assessments, and final account submissions across multiple MEP work packages.
  • Ensure all payment recommendations and commercial assessments are completed in accordance with contract requirements and programme governance procedures.
  • Monitor project expenditure against approved budgets and forecasts, identifying trends, risks, and opportunities to optimise commercial performance.
  • Lead final account negotiations and commercial close-out activities, ensuring successful financial completion of projects.

Leadership & Team Management

  • Lead, mentor, and support Intermediate Quantity Surveyors, fostering professional development and promoting best practice across the commercial team.
  • Provide technical guidance on MEP measurement, valuation, change management, and contract administration.
  • Support resource planning and workload management to ensure efficient delivery of commercial services across the programme.
  • Champion a culture of collaboration, accountability, and continuous improvement within the Cost Management function.

Qualifications

Here’s what we’re looking for: 

As the successful candidate, you will have experience working within our primary infrastructure markets along with having the following qualifications and experience.

  • Degree Qualified – BSc or MSc – in Quantity Surveying / Cost Management.
  • Professionally Qualified – On the Statutory Register of Quantity Surveyors in Ireland and preferably Chartered Quantity Surveying Status with the RICS or SCSI.
  • Excellent IT Skills and the ability to utilize digital measurement, cost planning, and tender document tools shall be essential.
