Job Description
AECOM is actively seeking highly motivated CHAMP Safety and Health Manager to support the Georgia Department of Transportation’s (GDOT) Coordinated Highway Assistance Program (CHAMP). AECOM CHAMP staff members provide services to support GDOT State Maintenance Office, District Maintenance Offices and Incident Management Units (H.E.R.O.) along interstates outside of Metro Atlanta. The Safety and Health Manager will play a key and critical role in maintaining a strong safety culture across the program, with a focus on the Motorist Assist Patrollers / Operators in their role safeguarding motorists traveling the interstates, ensuring roadways are clear of debris, reporting and mitigating highway maintenance issues, assisting stranded motorist and providing local authorities with temporary traffic control on accident scenes. This position requires significant travel throughout the state of Georgia. The successful candidate will have a strong working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD). The CHAMP Safety and Health Manager in this position will use a significant amount of decision making and use of judgment, as well as providing instructions and information to others.
The responsibilities of this position include, but are not limited to:
- Maintain and improve the CHAMP safety and health program, including recurrent training materials
- Directly correspond with the Project Manager and Area Safety, Health & Environment Manager on all health and safety concerns
- Participate in operations meetings, covering all health and safety topics, recommendations and requests
- Investigate all work-related incidents/injuries to identify and verify incident origin and possible work-related hazards, develop and implement controls and communicate Lessons Learned
- Establish and take necessary action to correct any violation or unsafe work practices statewide
- Participate in client safety meetings and programs as requested
- Execute safety audits or inspections on a routine unannounced basis
- Maintain and inspect all OSHA logs and files for all locations and facilities
- Develop, maintain and enforce building and campus inspections for code or OSHA violations at all program related locations and facilities
- Develop, manage, and advise in the proper use of the Drug / Alcohol Testing Procedures for all program related locations and facilities
- Research, review and approve all safety training lesson plans and training materials
- Coordinate with the Program Training Manager any safety training required by regulations, laws or policies pertaining to control room and field operations
- Inform and update program employees across the state of new or current safety news, trends, and information by e-mail messages, bulletin boards, or lectures and presentations
- Maintain a Safety and OSHA Standards Manual with the following policies and procedures for all locations and facilities: Emergency Action Plan, Fire Prevention Plan, Exposure Control Plan, Hazardous Communication Policy, Lockout – Tagout Policy, Accident and Injury Reporting, Others as identified
- Perform instructor duties for employees on safety and health related topics, coordinating as necessary with the Program Training Manager. Subjects will include: OSHA required topics, Red Cross First Aid and CPR, National Safety Council Defensive Driving Course
Qualifications
Minimum Requirements
- BA/BS and four (4) years of related work experience as a full time CHAMP Operator II or related work experience as a full-time service patrol operator (or equivalent title) for programs of similar size and scope or demonstrated equivalency of experience and/or education
- Must pass a State and Federal criminal history/security and motor vehicle background checks. Employees must also participate in monthly MVR monitoring program and maintain a satisfactory driving record as a condition of employment
- Valid US Driver's License required to visit project sites, clients and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review
- Must pass a pre-employment drug screen and successfully participate in the program’s mandatory random drug screening process
Preferred Qualifications
- Five (5) years of driving experience
- Experience working in roadway traffic safety environment
- Experience and knowledge of operations of emergency services and highway maintenance activities
- Experience and knowledge in minor auto repairs and automotive preventive maintenance
- Demonstrated experience to work independently with minimal supervision while managing time efficiently
- Demonstrated experience using good judgement to analyze situations and make effective decisions based on defined criteria or guidelines
- Experience guiding or direct others at incident scenes
- Experience gathering and disseminating information effectively
- Working knowledge of the Manual of Uniform Traffic Control Devices (MUTCD)
- Demonstrated experience delivering positive customer service supporting internal and external clients
- Proven ability and experience to manage time and tasks professionally, demonstrating strong organization
- Be proficient in the use of CHAMP services SOP, SOG, and Manuals; and have completed the prerequisite training

- Employees must also participate in monthly MVR monitoring program and maintain a satisfactory driving record as a condition of employment
- Physically able, with or without an accommodation, to work in outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, moisture, dust, dryness, noise, and automotive-related chemicals (e.g., fuels, coolants, lubricants, etc.); position requires frequent operation of vehicles, lifting of less than 25 pounds, and work around heavy, moving, dangerous equipment; often standing/walking, repetitive bending & stooping, lifting of 25-75 pounds, working with arms above shoulder level, and power gripping/squeezing (hand tools, levers, etc.); occasional work at heights, and work on electrical circuits; rare lifting of greater than 75 pounds, and stair climbing. Position will include wearing associated personal protective equipment
