At AECOM, we are currently recruiting for a Rail Construction Health and Safety Lead to join our Dublin office.

The Rail Construction Health and Safety Lead will provide overarching assurance for health, safety, and wellbeing arrangements in line with the target programme. The role will ensure effective engagement and coordination with key internal and external stakeholders.

The Lead will oversee the assurance of health and safety measures throughout the construction phase, including the development, implementation, and ongoing enhancement of the Safety and Health Plan. This will involve reviewing the preliminary plan prepared by the Project Supervisor Design Process (PSDP) to ensure it adequately addresses high-risk activities, site-specific safety procedures, emergency response arrangements, and the coordination of concurrent site operations.

  • Oversee compliance with the Safety, Health and Welfare at Work Act 2005 and all associated regulations.
  • Ensure the Safety and Health Plan is comprehensive, site-specific, and effectively communicated to all relevant personnel.
  • Monitor the implementation of the General Principles of Prevention in accordance with Schedule 3 of the Safety, Health and Welfare at Work Act 2005.
  • Coordinate with contractors to ensure safe systems of work, appropriate site controls, and effective access management measures are in place.
  • Ensure adequate welfare facilities are provided, maintained, and accessible throughout the project lifecycle.
  • Verify that all personnel on site hold valid Safety Awareness certification, including Safe Pass and CSCS cards where applicable.
  • Ensure emergency response procedures are developed, communicated, tested, and integrated into overall site management plans.
  • Coordinate the appointment of statutory safety roles, including:
    • Site Safety Representative (where workforce levels exceed 20 personnel)
    • Safety Advisor (where workforce levels exceed 100 personnel)
  • Conduct regular site inspections, audits, and safety reviews, ensuring timely implementation of corrective and preventive actions.
  • Maintain all required health and safety documentation and ensure incidents are reported to the Health and Safety Authority (HSA) in accordance with statutory requirements.
  • Submit notifications to the HSA via the online portal when project thresholds are met, including projects exceeding 500 person-days or lasting longer than 30 working days.
  • Liaise with HSA inspectors and ensure full cooperation and compliance during inspections and site visits.
  • Hold geographical responsibility for the northern section of the project.
  • Coordinate the implementation of construction safety regulations and accident reporting procedures across the assigned project area.
  • Facilitate effective cooperation, coordination, and information sharing between contractors and other project stakeholders.
  • Monitor contractor compliance with health and safety requirements and issue corrective actions or directives where necessary.
  • Provide relevant safety file information and documentation to the Project Supervisor Design Process (PSDP).
  • Notify the Client and the HSA of any non-compliance relating to issued safety directions or statutory obligations.

We are seeking a highly experienced professional with a strong background in our primary infrastructure markets.

As the successful candidate, you will bring the following qualifications and experience:

  • Minimum of 10 years’ experience in Health and Safety management, including at least 5 years’ specialist experience across major infrastructure and engineering projects, particularly within the rail sector.
  • Valid Safe Pass / CSCS Card (or equivalent recognised certification).
  • IOSH Managing Safely in Construction certification or equivalent.
  • Demonstrated commitment to Continuous Professional Development (CPD).
  • Professional membership of the Institution of Occupational Safety and Health (IOSH) or other relevant recognised professional bodies.
