Job Description
AECOM is actively seeking a highly talented Electrical Resident Engineer for immediate employment in Orange County, California. This assignment is intended to be at the Orange County Sanitation District in Fountain Valley, CA.
The individual in this position must have proven ability to manage complex, technical engineering (electrical/I&C) construction projects, lead construction project teams (Assistant REs, Inspectors, Schedulers, etc.); encourage a high degree of teamwork and cooperation with all departments; lead project team in project decisions regarding technical approaches, cost control, schedule control, change management, risk management, and performance; and identify problems, analyze information and develop sound recommendations. This individual will act as the primary project interface for OC San with the designer, contractor, operations and maintenance, and will lead project meetings with the contractor and stakeholders, effectively delivering results promptly. In addition, this person must be able to perform/manage the most diverse, largest and complex assignments; lead and participate in the contract change process including receiving and responding to requests for information; develop and issue requests for proposals; receive and respond to requests for change; prepare engineer’s estimates and records of negotiations; prepare and issue field change orders; review construction submittals and commissioning plans for compliance with the technical specifications; ensure projects are constructed in compliance with contract documents; develop recommendations to project problems and issues during construction. Strong leadership, communication and organizational skills with a strong background in engineering construction management for large capital wastewater infrastructure is essential.
Responsibilities include, but are not limited to, the following:
- Providing review of Contractor submittals for completeness and compliance with the specification requirements while monitoring the Submittal and RFI review process.
- Process or facilitate all communications between the Contractor, Owner, Project Design Engineer, and the Program Manager.
- Respond to Contractor letters of correspondence providing interpretation of contract drawings and specifications to resolve problems or conflicts arising on site.
- Participate in the review and evaluation of contractor claims and change order proposals.
- Issue all Engineering or Client-initiated changes or clarifications of the contract documents to the Contractor and decide as to the magnitude and impact of same to the progression of work.
- Identify potential or actual problems in the Contractor’s construction schedule, performance/quality of work and take actions as necessary to mitigate, correct or resolve them.
- Track job progress and document all aspects of the daily performance of work.
- Coordinate on a daily basis all Contractor requested outages, road closures, work permits or other activities impacting the Plant with the Owner.
- Track progress, quality of work, materials and equipment received and/or installed being incorporated into the work.
- Monitor Contractor’s compliance with environmental requirements for control of storm water and airborne emissions / particulate matter throughout the course of construction.
- Serve in oversight of final inspections, preparation of punch-list and final determination as to the completeness and acceptability of the Work.
Qualifications
MINIMUM REQUIREMENTS:
- BA/BS degree plus 10 years of relevant experience and or demonstrated equivalency experience and or education
- A valid driver's license is required.
PREFERRED QUALIFICATIONS:
- 10 years of related experience preferred with 5+ years of Municipal Water / Wastewater Construction Project experience
- Excellent communication skills for interfacing with internal and external contacts
