Job Description

AECOM is seeking an experienced Commercial Director to be based in Pittsburgh, Pennsylvania.  

The Commercial Director will oversee commercial strategy, contract administration, and financial governance for multi‑billion‑dollar transportation infrastructure programs

The ideal candidate brings extensive leadership experience in commercial and program management for large, complex transportation or infrastructure programs, with a strong track record of overseeing contractor negotiations and commercial strategy. This role provides senior‑level oversight of Alternative Program delivery, risk allocation, cost transparency, and overall commercial performance, ensuring contracts are executed in alignment with program objectives. The position is accountable for contract governance, compliance, and clear communication across stakeholders throughout tender phase, construction and contract closeout.

Key Responsibilities

  • Set and lead the overall commercial strategy for large alternative delivery programs, including negotiations and commercial positioning with contractors.
  • Direct and oversee validation of AECOM cost proposals, including labor, equipment, materials, contingencies, allowances, and fee structures, ensuring alignment with program objectives and funding constraints.
  • Provide senior‑level assurance that submissions meet contractual requirements and transparency expectations.
  • Evaluate and challenge contractor assumptions, pricing methodologies, and risk allocations, exercising authority to protect AECOM's interests at the program level.
  • Serve as the senior authority for contract interpretation and commercial governance, ensuring consistent compliance across all project teams, contractors, and stakeholders.
  • Establish and maintain commercial risk frameworks, including risk registers, mitigation strategies, and executive reporting on commercial exposure.
  • Lead program‑level oversight of scope changes, claims, and dispute resolution strategies, including coordination with legal counsel and executive leadership.
  • Provide leadership support for dispute resolution and Dispute Review Board (DRB) processes, including preparation of commercial positions and negotiation strategies.
  • Oversee invoice review and commercial compliance controls, ensuring consistency with contract terms and cost governance standards.
  • Ensure stewardship of critical commercial records in support of audits, grants management, regulatory compliance, and contract closeout.
  • Perform other duties as required to support overall program and organizational objectives

 

    Qualifications

    Minimum: 

    • Bachelor’s degree in Law, Engineering, Construction Management, or related field.
    • Ten years of commercial management experience in construction management and contract administration or demonstrated equivalency of experience and/or education, and 2 years of leadership.
    • Knowledge of commercial and contractual processes in large-scale infrastructure projects.
    • Experience in managing complex contracts and resolving disputes effectively.

    Preferred:

    • Demonstrated experience with CMAR, GMP development, and contractor negotiations.
    • Legal or advanced commercial experience
    • Infrastructure design and construction program and contract management experience with working knowledge of construction contracts, technical specifications, and engineering drawing interpretations
    • Experience supporting mediation, arbitration, and dispute resolution.
    • Highly proficient in federal competitive procurement processes and regulations.
    • Initiative-taking and self-directed with the ability to manage multiple project team members, consultants, and contractors for specific initiatives.
    • Effective and experienced in communication, negotiation, and stakeholder management skills.
    • Proficient in analyzing problems, forecast risks, and implement solutions.
