Job Description

AECOM is seeking an experienced Construction Quality Auditor to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.

AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, commercial management, and capacity building. 

The Construction Field Quality Auditor will play a critical role in ensuring that construction activities across the program adhere to contract requirements, technical specifications, Amtrak standards, federal regulations (FTA, FRA), Build America, Buy America (BABA) and Cargo Act provisions. This field‑focused position will perform independent audits and surveillance to verify that “Construction Manager at Risk” (CMAR) contractors and subcontractors implement effective quality control processes and deliver compliant work.

Working from both the Integrated Project Office (IPO) and on construction sites throughout Baltimore, the Construction Field Quality Auditor will support the Quality Lead and Quality Team by identifying trends, documenting deficiencies, tracking corrective actions, and providing objective assessments of construction quality and compliance.

The ideal candidate brings experience performing construction quality audits or inspections on large‑scale infrastructure, transit, or rail programs. This role requires significant field presence, attention to detail, identification of negative and positive trends and the ability to communicate findings objectively to program leadership and contractor teams. Ability to navigate evolving construction sites and wear all required Personnel Protective Equipment is required for the position.

 

Key Responsibilities

  • Conduct weekly field quality surveillances and audits, of contractor work activities to verify compliance with approved drawings, specifications, technical requirements, and CMAR quality control plans.

  • Monitor and evaluate contractor Quality Management Systems (QMS) to ensure they are properly implemented in the field, including inspection/testing programs, materials verification, and documentation control.

  • Attend internal and external management meetings and provide insight into quality metrics applicable to the CMARs progress and progress updates to Amtrak.

  • Review daily field activities, ITPs (Inspection and Test Plans), work packages, NCRs, and corrective actions for accuracy, completeness, and compliance with Amtrak requirements.

  • Coordinate with construction managers, package managers, resident engineers, safety teams, design teams, and contractors to address field issues, potential nonconformances, and recurring trends.

  • Document findings through clear, professional surveillance and audit reports, field observations, and related quality logs.

  • Track corrective actions to closure, ensuring timely resolution and verification of implemented fixes.

  • Participate in field readiness reviews, pre‑activity meetings, and quality‑related workshops to promote proactive quality management.

  • Support continuous improvement through data analysis, lessons learned, and trend reporting across contractors and construction packages.

  • Ensure alignment with applicable federal guidelines (FRA, FTA), BABA requirements, and Amtrak quality policies. 

Qualifications

Minimum Requirements

  • Bachelor’s degree in Engineering, Construction Management or related field and 4 years of relevant experience or demonstrated equivalency or experience and/or education.
  • Experience in construction related quality management experience.
  • US Citizenship is required due to nature of work 

Preferred Qualifications

  • ASQ CQA Certification is preferable.
  • Rail industry experience.
  • Experience in tunnel, underground, or heavy civil infrastructure quality management
  • Experience with on-site and office integrated data gathering and documenting of reports, checklists and issuance of Deficiency/ Nonconformance reports.
  • Hands‑on field quality experience in geotechnical, structural, waterproofing, concrete, and MEP systems typical of tunnel environments.
