Job Description
AECOM is seeking a dynamic Manager with a background in Organizational Strategy and Business Transformation to join our growing Advisory group and support our public clients. The team has a particular focus on municipalities and related agencies, especially utilities and transit agencies. This hybrid role is expected to be based in Los Angeles, CA or San Francisco, CA. Other office locations may be considered depending on the candidate’s experience and qualifications.

Within this practice, our Strategy+ team specializes in guiding public and private sector clients through complex capital programs, organizational transformation, asset management, and operational improvements. We combine deep industry expertise with data-driven insights to inform decision-making, enhance project delivery, and improve long-term performance. From transportation and utilities to social infrastructure, we help clients navigate complex regulatory environments, align with industry best practices, and establish cohesive strategies to implement.
The Manager’s responsibilities are organized broadly around three core functions in order of priority:
- Lead specific engagements with key clients, especially municipal utilities and other public agencies, seeking to transform their organizations, improve operations or service delivery, and/or implement major capital programs.
- Support the broader Advisory practice with organizational strategy expertise when we are working with public clients going through different types of policy implementation ranging from climate goals to housing production or access to support services.
- Partner on larger capital programs led by AECOM to integrate management consulting support in the program initiation and implementation.
As a Manager, you will play a pivotal role in shaping the future of communities and cities by working with senior leaders in the practice to cultivate specific client relationships and lead teams to execute advisory projects or programs, including leading stakeholder engagement; developing graphics and presentations to communicate key findings; and writing sections of client deliverables and proposals.
This position requires the ability to serve as the Project Manager or Workstream Lead for specific projects, ensuring successful delivery, engaging directly with clients, balancing multiple projects and deadlines, delegating and overseeing the work of junior staff, and communicating clearly with all project stakeholders including internal staff, subject matter experts, client representatives, owners and developers, regulatory authorities, and community members.
Qualifications
Minimum Requirements
- 8+ years of work experience in management consulting, policy, financial consulting, municipal leadership, or in a related field
- Bachelor's Degree in Business, Public Administration, Economics, Public Policy, Planning, or related field
- Experience with municipal agencies
Preferred Qualifications
- 12+ years
- Master's Degree in a related field
- Experience navigating and thriving in a multi-disciplinary work environment, executing multi-disciplinary projects, and leading client engagements
- Experience with organizational change management at large municipal agencies and/or municipal utilities, particularly with projects that require collaboration across multiple departments or skillsets.
- Experience working with the public sector, including work for government entities or experience leading projects through a consensus-building process
- Experience developing professional reports and presenting to external audiences
- Effective communication skills including succinct language, structured thinking, and isolating takeaways/action items.
- Experience managing and/or leading mid- to junior-level staff.
