Job Description

AECOM is actively seeking a creative, highly talented Quantity Surveyor to join PgM Global Program Management for Project Controls, for immediate employment in the Atlanta, GA office. The successful candidate will support Construction Managers with cost management related tasks on all projects.

The responsibilities of this position include but are not limited to:

  • Perform all cost management activities for each phase of the project.
  • Prepare detailed cost estimates driven by but not limited to design changes, Market driven cost escalations using industry accepted methods. Estimates shall be provided in UNIFORMAT II and CSI format.
  • Undertake GMP finalization exercise following the completion of GC Bid Process. This includes facilitating and negotiating the GCs Bid value prior to each phase.
  • Communicate various Cost management expectations and processes to GC as part of the Kickoff meeting. These processes include but are not limited to GMP Buyout review process, cost related document control, invoice process, Change order process, contingency usage, Limitations and process, financial closeout requirements etc.
  • Review and accurately track subcontractor trade packages issued by GC to ensure there is no discrepancy in scope, budget, and schedule. Provide recommendation and review report to the construction manager after review of each subcontractor trade package.
  • Facilitate and drive weekly cost management review meeting with construction management team and GC. The meeting should cover the review of Change order request issued, contingency request issued, subcontractor buyout updates, GC cost submissions, Valuation of post award changes etc.
  • Provide meeting minutes and updated project status report including but not limited to change order log, weekly cost summary and any potential risk items to the contract.
  • Provide updated monthly cost report to show the value of work done to date and estimated value of work on the date of completion.
  • Setup and execute monthly invoice review process including site inspection and validation of submitted quantities in place, Construction pay application review for accuracy and completeness. Address non-compliant cost related items with the GC and provide recommendations to construction management team.
  • Arrange and manage change log to track GC contingency, Value engineering, Proposed and potential change orders and approved change orders.
  • Maintain and contribute to value engineering proposal by reviewing the proposed VE options for accuracy and validity.
  • Prepare Independent cost estimates for all proposed change orders. Review negotiate and provide recommendation to the construction management team for all the Change order requests submitted by GC.
  • Review, negotiate and make formal recommendation of all proposed uses of GC contingency.
  • Attend and participate in all other cost management related meetings as scheduled.
  • Review, assess and negotiate with the GC to attain a final account figure recommendation for construction management team to review. Prepare a final account report showing original estimate compared to the actual work executed identifying any final GMP savings.
  • Work with GC and Construction Management team to ensure retention withheld, Bank guarantees, Advance Payments recovered, Tax values paid are accurately processed prior to recommending the final account.
  • Provide a final account report to include GMP values, GMP buyout values, change orders, GC contingency usage, GMP savings.
  • Performs cost comparison analyses between in-house estimates and contractor estimates.
  • Works with Project Managers and other disciplines to evaluate appropriateness of budgets.
  • Utilizes the appropriate company and industry historical data for cost estimates.
  • Performs local market unit price research for all construction disciplines through Subcontractor and Supplier engagement.
  • Prepares detailed quantity take-offs on design and construction documents as required utilizing software such as BlueBeam CAD or Extreme, CostX, On-Screen Take-off, etc.
  • Provides technical assistance and advice in negotiating contracts and pricing change orders.
  • Prepares bid packages, conceptual estimates, and analysis of subcontractor bids etc. for projects.

Qualifications

Minimum Requirements

  • BA/BS + 4 years of related experience or demonstrated equivalency of experience and/or education
  • Experience with construction means, methods, and sequences
  • Prior field project engineering experience in facilities and commercial construction projects
  • Experience in Construction Project management with focus on the Cost Management

Preferred Qualifications

  • Data Center experience strongly preferred
  • Experience with RS Means, NECA, and other industry standard cost estimating reference books
  • Knowledge of and ability to manage work requests on multiple projects at the same time.
  • Knowledge of and ability to read and interpret contract requirements and to read engineering drawings
  • Excellent oral and written communication skills
  • Ability to read and interpret drawings, specifications, Requests-for Proposals, and contracts.
  • Able to communicate clearly both orally and in writing.
  • Ability to concentrate in one or more of the estimating disciplines, including architecture, mechanical, electrical, fire protection, civil and structural.
  • Familiarity with GMP and Design Build contracts
  • Prior experience in Facilities and building projects.
  • Demonstrated knowledge of and ability to use Microsoft Office Products Word, Excel, and PowerPoint software.
