Job Description

AECOM is looking for full-time Environmental and Historic Preservation (EHP) Liaisons to support a contract with the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program supporting FEMA’s four Consolidated Resource Centers (CRC). This work is 100% remote and is based on the contingencies listed in the minimum requirements and additional information below.


Project Overview:  FEMA’s PA Program provides supplemental funding to state and local governments and eligible private nonprofits, Indian tribal governments, and Alaska Native villages for disaster-related debris removal, emergency protective measures, and restoration of damaged infrastructure.  AECOM will support these efforts by providing FEMA a wide range of technical and program management services to support FEMA’s four CRCs processing grant applications and validating/preparing damage description and dimensions, scopes of work, and cost estimates and conducting compliance reviews across multiple disasters.

Position Description: The EHP Liaisons conducts EHP reviews on PA grant applications for disaster recovery projects in the Completed, Standard, and Specialized lanes within FEMA’s PA delivery model.  The EHP Liaison will identify and resolve Special Considerations issues pertaining to environmental, floodplain management, and historic preservation laws, regulations, and Executive Orders prior to initiation of disaster-related work. The CRC EHP Liaison is responsible for maintaining communication with EHP staff in the field to ensure EHP considerations are identified, documented, and communicated to the appropriate parties.  The EHP Liaison will document and address EHP inquiries from CRC PA Staff; coordinate and communicate with appropriate stakeholders to address project-specific questions as needed. The EHP Liaison must attend daily stand-up meetings and complete required daily, weekly, and monthly reports.

A successful CRC EHP Liaison will focus on remaining customer‐centric throughout the delivery of PA to Applicants. This includes having and maintaining knowledge of applicable EHP laws, regulations, and Executive Orders, time management skills, excellent communications skills and technical aptitude. More specifically, the performance of CRC EHP Liaison is evaluated on the following:

  • Early identification and appropriate communication of EHP emerging issues areas of concern.
  • Provision of accurate and timely information on EHP considerations to CRC PA staff.
  • Ongoing coordination and communication with PA and EHP staff in the JFO and CRC.
  • Achieving performance objectives established by the Lane Manager.

 The EHP Liaison will use FEMA’s Grants Manager (GM) system.  FEMA’s GM system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including correspondence.

Specific EHP Specialist requirements by discipline:

Environmental Specialist

  • Assist FEMA with actions taken for compliance with the National Environmental Policy Act (NEPA) and other environmental laws.
  • Identify documents and agreements that could expedite compliance (e.g., Programmatic Category Exclusions).
  • Prepare Environmental Assessments when needed for NEPA compliance.
  • Prepare Biological Assessments when needed for Endangered Species Act compliance.

Floodplain Management Specialist

  • Obtain existing resources that can be used to facilitate reviews (e.g., Flood Insurance Rate Maps, Advisory Base Flood Elevations, Floodplain Information Reports, high water mark determinations, and remote sensing data).
  • Conduct reviews of projects in the floodplain in accordance with the eight-step process defined in 44 Code of Federal Regulations (CFR) Part 9.
  • Assist FEMA with actions taken for compliance with Executive Order 11988.

Historic Preservation Specialist

  • Exchange information on potential historic impacts with State Historic Preservation Officer, Tribal Historic Preservation Officer, State emergency management staff, or tribal government personnel.
  • Assist FEMA with actions taken for compliance with the National Historic Preservation Act, Sections 106 and 110.
  • Ensure compliance with 36 CFR Part 800.

Qualifications

Minimum Requirements :

  • Bachelor’s degree in Environmental Planning, Science, or closely related field with 2+ years of relevant experience or demonstrated equivalence of experience and/or education.
  • US Citizenship with the ability to obtain and maintain DHS Public Trust

Preferred Qualifications:

  • Experience providing excellent customer service; effective written and verbal communication skills; attention to detail.
  • Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with ability to synthesize and clearly present key disaster recovery issues and progress to resolution.
  • Outstanding smart phone and computer skills – this job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required:
    • Must be proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, and Google Earth (file conversion and import/export ability required).[SK1] 
  • FEMA PA and/or CRC experience is preferred, but not required.
  • Preferred background includes 2+ years of experience in environmental and/or historic preservation. Ideal disciplines include environmental planners, archaeologists, architectural historians, biologists, health scientists, floodplain managers, and water resource specialists. 
  • Current DHS Public Trust clearance/badge.
  • Experience with FEMA Grants Manager.

  • This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly.
  • The offer of employment is contingent specific requirements of the Call Order from the client, project workload assigned by client, your qualifications (education/experience) meeting Task Order requirements, your availability for the specific Task Order, your ability to obtain and maintain your CRC training credentials, and AECOM being awarded client Task Order.
  • This position is contingent upon the ability to obtain/maintain/transfer a DHS Public Trust Clearance.
  • If the contingencies do does not occur, then the offer is rescinded.
