AGENCY DESCRIPTION

The mission of the Office of Homeless Services is to make homelessness rare, brief, and non-recurring. OHS works collaboratively with a broad-based network of public and private providers focused on utilizing practices that are informed by data, honor the different perspectives of all stakeholders, and are trauma-informed. OHS works to maximize resources while monitoring emerging trends, tracking progress, and shifting priorities as needed.

OHS is the Collaborative Applicant for the Philadelphia Continuum of Care, and is located within the Health and Human Services Cabinet, which includes the Departments of Behavioral Health and Intellectual disAbility Services (DBHIDS), Human Services (DHS), Mayor’s Office of Community Empowerment and Opportunity, and Public Health (DPH).

Job Description

POSITION SUMMARY

OHS seeks a Program Manager who will be responsible for supporting the Planning, Policy, and System Performance Division develop and execute processes and policies to improve the quality and performance of programs that receive HUD Continuum of Care (CoC) funding.

Under the direction of the Director of CoC Planning, the Program Manager will work with community stakeholders to assess the strengths and gaps of the programs that receive HUD CoC Program funding, identify and coordinate efforts to improve the quality and performance of said programs, and develop a local evaluation process that is aligned with HUD’s Policy Priorities and improving Philadelphia’s system-wide performance in ending homelessness.

ESSENTIAL FUNCTIONS

  • Overall project planning for preparation of Philadelphia’s annual HUD Continuum of Care application ($30+M)
  • Coordinate Philadelphia’s responses to HUD’s annual Continuum of Care application
  • In partnership with Philadelphia CoC Quality Improvement and Evaluation Subcommittee, 
  • Develop the Philadelphia CoC renewal application and new project RFP and
  • accompanying scoring tools based on HUD’s Policy Priorities and improving
  • Philadelphia’s system-wide performance in ending homelessness
  • develop and coordinate Philadelphia’s annual local CoC renewal and new competition and review and ranking process
  •  Identify areas of performance the Philadelphia CoC needs to improve and coordinate efforts to improve performance
  •  Prepare internal and external documents, presentations, and other communication related to HUD’s CoC Policy Priorities
  • Review and analyze project-level and system-level data and prepare related reports 
  • Support the Philadelphia CoC planning process to develop a community-wide strategic plan to make homelessness rare, brief, and non-recurring
  • Coordinate efforts across the city of Philadelphia to prevent and end homelessness
  • Work closely and build relationships with the network of community stakeholders engaged in efforts to prevent and end homelessness in the city of Philadelphia
  • Encourage collaboration between government and nongovernment agencies
  • Realign priorities/work when time-sensitive projects arise
  • Willingness to learn about and utilize Sanctuary Model principles
  • Other duties as required

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience with federal funding requirements and programs
  • Experience with program evaluation
  • Proven ability and experience with data review, data analysis, and data quality oversight
  • Experience with leading committees/groups to achieve established goals and objectives
  • Experience with leading a project to completion within a group/committee structure 
  • Able to develop and produce reports/projects

                      o Start (data gathering) to finish (formatting/submission)

                      o Ensure consistency with other work

                      o Creative approach

                      o Meet deadlines without supervision

                      o Coordinate staff contributions to projects

  • Appreciation for importance and value of complete and accurate data in the current funding climate, which places great emphasis on performance.
  • Experience working with Homeless Management Information System (HMIS) data
  • Planning, analytical, negotiation, and problem solving skills to resolve complex and diverse issues
  • Experience in interpreting public policy and disseminating information to relevant groups in a clear and concise manner
  • Strong verbal and written communication skills to effectively communicate ideas and information to a variety of audiences (staff, media, community leaders, elected officials, and other senior level external staff), including creation and delivery of presentations and written reports.
  • Excellent organizational and project coordination skills
  • Excellent interpersonal skills –ability to serve as representative of City and agency in group and public forums
  • Able to work (and thrive) under pressure
  • Background in low-income housing/poverty/homelessness

Qualifications

Experience with federal funding requirements and programs. Proficiency in Microsoft Word, Excel, and PowerPoint. Masters’ degree preferred in a related field and at least four (4) years work experience; or any combination of equivalent education and experience deemed adequate.

Salary Range: $62,000
