The mission of Philadelphia Department of Human Services (DHS) is to provide and promote safety, permanency, and well-being for children and youth at risk of abuse, neglect and delinquency.

The Finance Division of DHS oversees all of the department’s financial operations, including budget, contracting, invoicing, accounts payable, and revenue enhancement. The department’s nearly $700 million operating budget is composed of a mix of federal, state, and local funding sources such as Title IV-E, TANF, and PA Act 148.

Job Description

POSITION SUMMARY

DHS) is seeking a Budget Director for its Finance Division.  This opening is a senior level management position reporting directly to the Deputy Commissioner for Finance. The ideal candidate is a skilled communicator who possesses outstanding analytical skills, with a problem-solving, solutions-focused approach.

ESSENTIAL FUNCTIONS

Responsibilities:

  • Develop expenditure and revenue projections.
  • Monitor and adjust current year spending.
  • Prepare annual budgets to be submitted to the City and State.
  • Prepare and submit invoices to the State.
  • Perform complex, detailed financial analysis and projections on initiatives and proposals;
  • Develop and make budget recommendations to DHS and City leadership.
  • Prepare and occasionally deliver testimony to stakeholders and/or elected officials.
  • Perform other budget- and finance-related tasks and special projects as assigned by the Deputy Commissioner for Finance.
  • Supervise and train a small team of fiscal staff.

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to take initiative and work independently and creatively in a fast-paced environment.
  • Strong interpersonal skills.
  • Strong computer skills, especially with Microsoft Office products.
  • Proven analytical ability, including advanced quantitative skills.
  • Excellent written and verbal communication skills.
  • Familiarity with federal, state (Pennsylvania), and local funding sources, uses, and their associated compliance requirements.

Qualifications

Minimum requirements:
  1. An advanced degree (MA, MBA, MPA, MPP) in public policy; public or business administration; economics; or finance from an accredited college or university.
  2. At least four (4) years of full-time equivalent experience performing professional level work in one or more of the following areas:
    • complex budget analysis, development, and administration;
    • advanced financial modeling; or
    • complex financial/fiscal projections, analysis, and/or reporting.
    • *Applicants may substitute a masters-level degree with additional qualifying experience in the areas listed above. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
