Job Description

As part of Army Human Resources Command (HRC) Chief Information Office Support Division (CIOSD) perform highly advanced in-depth computer systems analysis work. Work involves planning, budgeting, and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. The candidate applies analytical skills to support the development, enhancement and maintenance of technical architecture and software solutions that range from simple to extremely complex applications. This requires the individual to work with process improvement processes, and projects regarding, but not limited to, advanced computing technologies, operations, logistics, planning, and requirements deployment. Competent to work on complex projects and applies a comprehensive knowledge of requirements gathering concepts, practices, and procedures.

• Define vision, goals, and objectives of the enterprise architecture capability and determine executive needs

• Determine which technology is at risk, prioritize consolidation sequence, and identify costs and areas most needing IT support

• Work across every level of the command to solicit strategic imperatives from senior leaders and executives

• Determine executive dashboard needs and document EA Driving Principles (what is most important to organization

• Determine EA data needs to answer executive questions and prepare data gathering templates and EA repository

• Work closely with other enterprise architects and gather baseline information from command assets concerning the command’s HW, SW, Network and Business Architecture

• Develop a common understanding of the Army HRC IT environment by producing a Reference Architecture.

• Build out high-level Business and Data Architectures (large categories to organize data)

• Perform Analysis to define “To-Be” Architecture necessities through collaboration with the HRC CIO and documented HRC mission, vision and goals. Address strategic high-level direction for next 3-5 years. • Gather mandates, directives, guidance, and other forms of documentation by the DoD or Army and research industry best practices for modernization initiatives that could affect the direction of the command’s interests.

• Gather enabling technologies and governance information from DoD sources and best practices.

• Apply architectural principles, methods, and tools to IT challenges by assimilating and correlating disconnected documentation and then to articulate its collective relevance to the organization and to high-priority IT issues and “pain points”

• Create high-level models (with rigorous, information-rich diagrams) that can be used in future analysis to extend and mature the “To-Be” architecture.

• Identify the architecture gaps between the “As-Is” to the “To-Be” architecture and the steps to support creation of a short-, medium- and long- term architecture strategy. Focus on key “pain point” areas first.

• Document tactical and strategic goals that provide traceability through the organization and are mapped to metrics that provide ongoing governance.

• Produce lists of potential transformation options and Courses of Action to be reviewed by command leadership.

• Develop a short-, medium- and long-term “To-Be” architecture for the CIO based on awareness of various business scenarios and motivations.

• Provide direct input into the HRC CIO’s governance cycle for oversight and realization of IT projects to help ensure the achievement of the Command’s “To-Be” Architecture.

• Monitor deviations to HRC mission and objectives for possible changes to the Command’s “To-Be” Architecture.

• Provide support to project management and maintenance life cycles to ensure the EA repository is updated as EA data changes.

• Perform bi-annual assessment through Discovery and Analysis with executives to determine changes to the Command’s “To-Be” Architecture.

Qualifications

Minimum Qualifications:

• Must have 5 years Enterprise Architecture / Senior Level Development Lead experience leading complex, enterprise-class, and multi-system integration environments. Must have in-depth understanding and hands-on experience with designing and developing enterprise-class application system architectures

• 5 years Knowledge of best practices in the areas of application design, performance, scalability and maintainability.

• Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, engineering, or management information systems is required. 10 years of RELEVANT experience can be substituted for a degree.

• A Bachelor’s degree or equivalent in Computer Science, Information Systems, Engineering,

• Must be a highly effective communicator (both verbal and written) and possess excellent analytical and problem-solving skills
